The state must become as strong as possible. Normal people, by that I mean people with morals and kind hearts, need to be manipulated because they will never accept the abstract possibility of the appearance of a risk as a justification to send their son off to war. That's called "structural realism."
There are other schools of thought, just as "defensive realism" which says that if a state gains too much power, it no longer deters potential enemies, but instead forces them to join together in opposition, and so it actually decreases security. The SCO meeting sort of tips the balance to this way of thinking.
It seems like a rational person would be happy that two nuclear armed states are no longer enemies, and are settling their differences through negotiation, by this I mean China and India, but to us, it's frightening, for some reason. I guess that's the Structural Realists worrying that the Defensive Realists might be right!
