Dams are built for flood control or power generation, and can be used for other reasons. Like boosting local economies.
I've been on a few rafting trips in way upstate NY. And water releases from some of the flood control dams are timed for the water to rise as the rafting companies begin their daily trips. It's good practice and policy.

I've never bothered with South Park. It's witty and somewhat refreshingly takes the occasional swipe at both left and right. But the "animation" offends me. I'm also not big on casual vulgarity, its a sign of an anemic vocabulary.

Ceasar Creek State Park is 40+ miles north of Cincinnati, and is a popular place for outdoor activities, including boating. In particular, the park and surrounding waters are very popular with kayakers.
I remember a time years ago that I canoed on the Little Miami, although it was several miles to the south of Caesar’s Creek. My 190# ass caused the back of the canoe to ride noticeably lower than the front with my 110# date. Unfortunately, the water level was extremely low, even in the middle of the channel. Her half of the canoe would ethereally glide along, but my half would just bottom on the rocks in the riverbed. I would have to get out and drag the canoe over the rocks to a slightly deeper place. This happened incessantly.
If they say the water was released for kayaking, then the water was released for kayaking (and other water activities).

After the 1937 flood, a lot of people assumed the system, which was authorized by Congress in 1938, was put in for flood control, but this is incorrect; however, in function it can mitigate flooding somewhat.
The Lake was built to act as a reservoir for spring flooding along Ceasar Creek, which flows into the Little Miami River, which then flows into the Ohio River on the eastern side of Cincinnati.
As part of a system of water level control, the water in the lake - and downstream waters - can be raised and lowered according to need. No command from King Canute or VP Vance is necessary.

USACE had no authority to open of the Ceasar Creek Lake Emergency Spillway on August 2 on a sunshiny day to send water into the Little Miami to aid kayaking by Hillbilly-1, and JDV should not have asked them to spend taxpayer dollars to do so. Rainfall for the entire preceding week totaled only one-quarter of an inch.The spillway is intended to be used only to manage excess water during heavy rainfall, allowing the lake to store runoff until it can be safely released downstream into the river, thus preventing potential flooding in surrounding areas.
JD and Ursala, who travels with him, went to Rome to visit a dying Pope but was turned away, made another trip to see Pope Leo who didn't speak to him, went on a ski vacation in Vermont where he was invited to go to Russia to ski, went on a faimily holiday to Disneyworld, stupidly did the Kayak adventure and now the family is off to The Cotswolds in the British countryside renting an $8,000/wk mansion for their summertime vacation.
