Why would they concede "complacency"? Perhaps because they didn't really have "precautions" that, if taken, would have helped significantly. Still, I would have expected them to denounce Israel for treachery, especially given the promise of peace talks.

This is a variation of FAFO known as Dick Around Find Out. The US and Israel assumed that Iran was just stalling in the negotiations and so had plans to strike. If you are keeping score this event also significantly raises Trump's credibility and bargaining power with foreign adversaries because it is proof that he is willing to take action. (Yes I know Israel was the one who acted but the US clearly knew about it in advance and likely supported it behind the scenes.)

We are already in a war with Iran. Trump has clearly taken sides by bragging about the power of US weapons that his administration supplies to Israel and threatening Iran to get back to the negotiating table or face far worse bombing. Trump knew Netanyahu was planning a strike and did not stop it.
So what does Trump do next? Soon the shock and excitement of initial bombing raids will fade as Iran and its terrorist syndicate dig in and strike back. Much like Ukraine, Iranian nationalism and pride will rise and a long war will result. Being outnumbers 90 million to 9m in population, Israel will find itself bogged down in a war it cannot win as easily as pundits now believe. And what will the US do if Iran employs its military and band of terrorists against America? Will he abandon his promises of “America First” and engage in an “endless war” he has allegedly always abhorred? Will he escalate the violence? How well with that play out with his “base” and US allies?
Trump has some thinking to do. And the onus is all on him as he has hired a team of “loyalists” incapable of handling a war. The Trump administration just figured out why Voice of America, who they want to eliminate, has served us well for many decades. Tough to broadcast messages to opposition groups and citizens in Iran when you fired everyone who speaks the language.

The Iraq war was excessively costly to the US and a disaster for the Iraqi people, but for Israel it was a stunning success as Iraq has been removed as a serious threat to Israel for decades. I'm sure Netanyahu sees a similar result for Iran as a positive. In fact, Syria and Lebanon as destroyed societies are also a positive, as long as Israel can control the small scale attacks that emanate from them periodically.
Israel seems to believe its security can be enhanced by leaving all its enemies in a devastated, impoverished, and chaotic state. Maybe Israel is right, but hundreds of millions of poor Muslims across a wide swath of the Middle East does not, to me, seem like a recipe for stability and peace in the long term.
