This is an announcement Trump felt he needed to make to satisfy market demands that he do something to reduce tariffs. Unfortunately, this is not a deal but simply an announcement of a framework for ongoing negotiations that in itself is a nothing burger.
It is also not encouraging that the 10% general tariff does not appear to be going away and that other terms are marginal at best. A more encouraging deal would be an industrial free trade pact with greater access for both sides on the agricultural side.
