Less defensibly, the Zibo City amusement park in Shandong province faced criticism when visitors noticed that its zebras were actually donkeys painted with black and white stripes.
The owners had been inspired by Taizhou Zoo in Jiangsu province, whose two pandas surprised visitors by unexpectedly barking. The zoo first claimed that they were “panda dogs,” but eventually admitted that they were painted chow-chows.

Cotton really ruins the snowball fights. Perhaps if China had banned snowballs, then people would have just looked at the white fluffy stuff rather than pick it up.
I was once at a dinner with a group of people, several of them of Chinese ancestry. We all shared stories about travel, kids etc. The Chinese people, in this relaxed atmosphere, started sharing stories about traveling to Chna. One company offered the best deals for travel plus accommodation, a number of cities. But there was a catch. Travellers were expected to shop, and the quality of the dinner at the end of a day depended on how much shopping had been done .

It's a British newspaper. "Cotton wool" is just cotton in that raw fluffy form, not spun into thread or woven into fabric.
Americans say "cotton wool" too. What do you call the cotton that isn't in ball form? You might say "cotton batting."
There is something charming about the Chinese tourism trickery. When the ruse is exposed, the company doesn't blame climate change, society or a rogue employee.

The company is saying that they are sorry that their trick didn't work.
The Zibo Park story sounds interesting. Did one owner cook up the idea and convince the other owner.
"I heard about some zoo that painted dogs to look like pandas. It worked for a little while, but we've all seen pandas, so that was stupid. You ever see a zebra? Nobody has. We got all them donkeys that kids were supposed to ride, but they are too stubborn to do anything. Donkeys are boring. If they was zebras, then the kids would be happy just to watch them eat and goof around."
Seems like they're half-way to Chinese "candyland".

Perhaps you mean bunting? Usually anything decor that's draped or strewn is considered bunting. Bunting is also my favorite bird species. We birders have our prefrences.
Could be worse than fake snow.
I recall a video of Chinese food manufacturers using a diesel truck exhaust to dry sliced vegetables out before sale. Such entrepreneurial outside-the-box thinking! Such utter unconcern for the quality of their product, or the safety of their customers. Cotton batting used for snow is a positive in comparison.
They filmed a Hallmark Christmas movie in the little historic village where we lived in CT. Lots of fake snow. Looked fine in the movie. Very cheesy up close.
Yea, and that Great Wall tourist trap. At least it was made in1500AD and is now fully depreciated and has a cost basis of zero.

It seems like cotton would be a bad choice for the tops of the roofs. If it rains, it will get sodden and loose its fluffiness. I would have used asbestos, if I were China and didn't have to worry about pesky health regulations.
Every major theme park in the United States uses fake snow during the Christmas season. (Both spun plastic for scenery and snow machines for a snow effect.) I've been dealing with theatrical snow machines since the 1980s. A fluid made from distilled water, alcohol and soap are forced throught a fabric "sock" by high pressure air. It creates small, light, floating, soap bubbles that look like show at a distance. (If the machine is out of adjustment the snow is actually large, messy, wet clumps of soap bubbles.)
Once we had an ice show where they built a snowbank from the house (audience area) up to the stage. They used lots and lots of this white, spun plastic. The problem was that the "snow" glowed bright purple when the blacklights were activated in the dark for the next skating number. (These were non-dimmable, HMI blacklights that had a warm up time.) So they got us hundreds of cans of white Krylon and we rattle canned the white snow with white Krylon. (Because the white Krylon didn't glow under the blacklights.)
FYI, the movie, It's a Wonderful Life, actually used white painted corn flakes to get their "snow" when they were filming during a heatwave in Southern California.
BTW, the last time I ordered snow fluid for my theme park, I ordered 3,575 gallons of it.
