I’m sure all those concerned about western use of ground surface water will be outraged by this behavior by the Chinese government. I’ll have some popcorn while I wait for their complaints…

Give the public what it wants. Better than seeing a trickle of water.
Snoqualmie Falls goes from a torrent (>30,000 cfs) during late fall and early winter to a trickle during the summer (~300 cfs). We've have our anniversary dinner at Salish Lodge in late July and the Falls are more rock than water.
