30 or so years ago I was living in Germany and was kinda shocked that college/military aged men would openly date high school girls. I went to one "hill party" (basically a kegger in the woods) and was shocked that it was behind a high school and half the girls were students there. I was 21, I left real quick. I'm pretty sure that U.S. soldiers were held to the over-16 standard, but I don't remember.

The age of consent in Delaware was 7 years up until the 1970s. That sounds terrible but it only applies to rape. At the time, rape of children less than seven years old was subject to the death penalty in Delaware.

The answer to all these questions is, except the first, is no.
Some states make it ok for teens above a certain age to have sex with people about their age, but not with adults. I think it’s colloquially referred to as the Romeo and Juliet provision. This makes good sense to me.

I am now reminded daily of the Psych 101 studies of rats being placed in very crowded conditions leading to hyper-aggressive and hyper-sexual behavior. My take on it now is that for humans it's not just physical overcrowding but also incessant social media interaction that does it. The beer machines might seem more worrisome to parents of younger teens. The thing is; much of Japanese Culture is self-regulating. Shame is still a real thing and it's more than personal. It affects the entire family.
