"With nine ad-libbed words at the end of a 27-minute speech, Biden created an unwanted distraction to his otherwise forceful remarks by calling for Russian President Vladimir Putin to be pushed out of office."

"'For God’s sake, this man cannot remain in power,' Biden said. It was a remarkable statement that would reverse stated U.S. policy, directly countering claims from senior administration officials, including Secretary of State Antony Blinken, who have insisted regime change is not on the table. It went further than even U.S. presidents during the Cold War, and immediately reverberated around the world as world leaders, diplomats, and foreign policy experts sought to determine what Biden said, what it meant — and, if he didn’t mean it, why he said it."

Write Tyler Pager and Matt Viser in The Washington Post, in "How Biden sparked a global uproar with nine ad-libbed words about Putin/By declaring that the Russian leader ‘cannot remain in power,’ the U.S. president seemed to suggest a drastic change in U.S. policy — prompting a scramble by White House officials." 

Watching the video, I can't understand the basis for labeling the statement "ad-libbed." Biden seems to be reading a speech, a bit robotically and on the edge of stumbling, and he slows down a bit and gets quite emphatic. He seems to build up toward that conclusion and fully intend it as a conclusion. I don't see how it's "an unwanted distraction to... otherwise forceful remarks." It's delivered in a manner that is more forceful than the surrounding remarks.

But how could it have been deliberately scripted? Some White House official — who? — reacted almost immediately and tried to make it go away with an incredibly lame argument that Biden just meant that "Putin cannot be allowed to exercise power over his neighbors or the region."

So, the evidence that it was "ad-libbed" is merely that unnamed associates of the President are saying that after the fact. The WaPo writers assist the White House:

Biden’s line was not planned and came as a surprise to U.S. officials, according to a person familiar with the speech who spoke on the condition of anonymity to discuss a sensitive situation.

I presume the WaPo writers are skeptical, but they see a dire need to help. We're living in the shadow of World War III.

In the immediate aftermath of the remark, reporters rushed to find Biden aides and seek clarity on the president seemingly supporting a regime change in Russia. But Biden aides demurred, refusing to comment as they scrambled to craft a response.

Reporters rushed and aides scrambled. This sounds like a description of the in-person scene. One of the article-writers, Pager, was there in Warsaw. I presume he witnessed chaos. This next part sounds like it's the scene back in Washington. The other article writer, Viser, reported from Washington.

White House officials were adamant the remark was not a sign of a policy change, but they did concede it was just the latest example of Biden’s penchant for stumbling off message. And like many of his unintended comments, they came at the end of his speech as he ad-libbed and veered from the carefully crafted text on the teleprompter.

Do you believe that? I don't. There is mind-blowing incompetence whether it's true or false. How can you have a United States President, giving the most high-profile speech on the most dire matter, and accept that he stumbles off message. It's his penchant. They had a "carefully crafted text," but he veered.

It likely signals to Putin what he already suspected about Biden’s true feelings, and it almost certainly will be used as part of Russia’s propaganda.

Our propaganda says whatever Putin says is propaganda.

“What it tells me, and worries me, is that the top team is not thinking about plausible war termination,” said Michael O’Hanlon, a senior fellow at the Brookings Institution and author of the book “The Art of War in an Age of Peace: U.S. Grand Strategy and Resolute Restraint.” “If they were, Biden’s head wouldn’t be in a place where he’s saying, ‘Putin must go.’ The only way to get to war termination is to negotiate with this guy,” O’Hanlon said. “When you say this guy must go you’ve essentially declared you’re not going to do business with him...."

This is exactly what Trump would not have done. Mentions of Trump in the article: 0.

Over the past few weeks, Biden’s rhetoric on Putin — a man he once recounted telling to his face, “I don’t think you have a soul” — has become increasingly pointed. He has called him a “butcher” “pure thug” and a “murderous dictator.” So saying that he should be removed from power could viewed as the logical next step....

In other words: There can be no negotiation. Ad-libbed or not, he meant to say it. Whatever escaped from his mouth came from his brain.

Kremlin spokesman Dmitry Peskov told state news agencies, “That’s not for Biden to decide. The president of Russia is elected by Russians.”

I await the new Russian propaganda that weaves in Biden's outrage at our January 6th attempted "coup."

Remember Biden's reversal on sanctions. Rather than deterrence, after sanctions failed to deter the invasion, he talked about long sanctions being the tool to end the conflict.

In Biden's addled brain-tongue connection, Biden probably assumes everyone picked up on his idea that long sanctions will eventuate Putin's departure from power via domestic Russian forces, election or otherwise.

I watch Bloomberg, from time to time, on account of sheer venality allows the truth out occasionally, where blindly accepting regime propaganda might cost their viewers actual money. Anyway, the view there seems to be that sanctions may be lifted, but until Putin is gone, companies won't deal with Russia; companies are calling for regime change.

It reminds me of that Popeye episode where the story of how the sea got salty was told, Olive Oyle had a salt grinder and once she started grinding it, it got out of control and wouldn't stop until the whole ocean was salty. Well, that seems to be what's happening with our propaganda machine, it's out of control. Of course, there is a big difference than asking a leader of another country to change their behavior versus asking another country to change their leader.

For many speeches, a copy of the prepared remarks is distributed to the press beforehand so they can follow along and maybe begin writing their stories before the speaker has actually spoken. Is there a prepared text for this speech?

I find it hard to believe that the "cannot remain in power" line was in the prepared text. It's like the idea to establish and enforce a no-fly zone over Ukraine. That sounds good but a little thought makes you realize that would be escalating things very badly. Which is why a politician, who is always hoping for applause lines, might ad lib it. But I would hope the grown-ups in the White House are more thoughtful.

There is a shooting war in Ukraine. And there is the Economic War of the massive sanctions against Russia and its economy. At the very least, I would take this as an escalation of the Economic War, effectively saying that the sanctions will stay or only get worse until Putin is removed. (Whether the rest of NATO powers were consulted--much less board--with this kind of long war is doubtful.)

Of course, the threat of a real (nuclear) escalation with Russia is made much worse by this rhetoric. Backing Putin into a corner where he has nothing to lose by firing his nukes is what Democrat and Republican Presidents managed to avoid during the 40 year Cold War. But Joe knows better.

"Unscripted" is probably a better word. I don't think these outbursts are "off the cuff." Biden intends to say these things. They are deliberate and intentional, though I certainly wouldn't call them thought out. I doubt Biden is capable of meaningful thought, but he knows "Putin bad" and wants to say it, shout it, whisper it. The comments the staff has to roll back may be the only thing in Biden's speeches that are really Biden's own contribution.

ABC News has a story up with what it calls "the full transcript of Biden's speech". The line "For God's sake, this man cannot remain in power" appears in the last paragraph. I don't know whether this is the prepared remarks or an actually transcribing of what he said. The last paragraph also includes a "[Applause]" so maybe the latter. If it's the prepared text, Jeeesh! Tom Schelling would not approve.

Strike the ad lib line. It's still a speech that seems to make it completely clear that, even if Putin withdraws from Ukraine, Biden & NATO intend to wage a long war against "autocracy" in Russia. Why is that a good message to send right now?

Another obvious explanation: Biden's emulating JFK's first inaugural ("long twilight struggle," etc.) and Berlin speech. Except Biden's seems more sweepingly adversarial, less nuanced.

To be fair, he is also going to destroy our economy along the way. What the 29 year olds running the White House failed to consider is that the reason that we have been able to massively over spend over the last several decades is that other countries around the world have been buying our debt, because the US dollar is still the reserve currency around the world. That has meant that the Fed hasn’t had to buy it, as the purchaser of last resort. The problem is that when the Fed purchases it, it is funded by them essentially printing money (essentially, because it is mostly done electronically now), and then that new money exploding the money supply through the monetary multiplier (effectively 1/Reserve Requirements). With the tautology MV=PQ, exploding the money supply (M) will, by necessity drive up the price level (P), which ultimately controls interest rates. Interest rates are going to rise as a result, driving up the cost of debt service in our budget. And with the $3 Trillion or so excess spending since FJB was installed, there is a lot of debt to be bought by someone.

So, what does FJB and his handlers do? They set out to destroy the position of the US Dollar as the world reserve currency. Part of being the world reserve currency is being able to conduct business in $$$. So, now, Russia can’t buy or sell in $$$. They have oil and gas, some wheat, and raw materials, even military armaments that the world wants, even needs with the oil and gas (of course, the FJB Administration made that worse too, by destroying our energy independence). Are the Europeans, the Chinese, Indians, etc, going to freeze in the winter, suffer blackouts, or not drive their vehicles because they can’t buy from Russia using $$$? Of course not. They just use someone else’s currency. Other countries are watching this closely too. China, which very likely owns more of our sovereign debt than anyone else, and sees what happens when the US does something like this to Russia, is apparently moving towards buying and selling in its own currency now.

And, of course, the Dems’s answer to the inflation that they have caused already, is to send everyone checks to cover the inflation they caused with their proliferate spending, checks funded by deficit spending, which likely means maybe a 5x of that amount (assuming a 20% bank reserve requirement) increase in our money supply (thanks to the monetary multiplier), since the Fed will have to buy that debt now, goosing inflation that much more.

I don’t really know who the good guys are, and who the bad guys are. Remember, the current Ukrainian government essentially bribed the Biden (Kerry, Pelosi, etc) family. They got their regime change, and the duly elected more pro-Russian government was thrown out. Is the FJB Administration possibly overreacting here because of those bribes? After all, you can’t expect to get future bribes, if you don’t stay paid off.

A few months into the onset of my father's dementia - before he really began to lose the ability to "find words", he became weirdly, uncharacteristically honest in his statements about controversial topics. He had been reserved and very politic up until then, but, in those months, would state his unpopular opinions without reservation. What was especially telling was that he seemed to lack awareness that he might be stepping on others' toes. We all thought it was "just a phase", but, in retrospect, it was a salient sign of the disease affecting his brain. It was, in reality, a fundamental change to his personality.

I would not deign to know that this is what is going on with the President. But, I will say, if he actually does believe that, he is obviously correct. Ideally, US policy would be forthrightly explicit about the need for regime change, and would be figuring out practical ways to encourage this. I can think of many.

Oooookay, points for honesty about the basic instinct backing this war, but I don't even think Zelensky shares it. No matter what he says, the fact is the man's increasingly aware that the West is not sending the aid Ukraine actually needs. And if that's the case- if the West is seriously plotting to fight Putin to the last Ukrainian in an insurgency- why not negotiate a surrender? I think Zelensky's corrupt and that his CIA backers are likely to kill him if he backs down, but those aren't reasons for Putin to want him dead. Quite the contrary.

Your leader is Joe Biden, which means your chances of success are slight. But let's say he does escalate this into NATO intervention. The first nuke isn't going to be in Ukraine. It's likely going to be a hypervelocity nuke into a USAF base or isolated American structure. Something with air defenses, to make clear this wasn't a fluke, but hopefully low casualties. Or maybe the target will be Washington. Maybe you're right and the whole nation will decide better to nuke Russia to ash (sacrificing all of Western Europe, Canada, New Zealand, and Israel). Or maybe the West will just ignore the GALLANT sacrifice of our best and brightest DC leaders, and forge a peace before the whole world ends. Maybe the military will shoot someone in the head before letting that person share your sentiment with a finger on the button.

Well, his tomb is still there, on east 35th Street in a little park not too far from the lake (IIRC, he had a large farm/estate in that area at one point). The stupid iPhone map app wanted me to just take a boring route on Lake Shore Drive, but if there's one thing I still know how to do, even after living in Boston for 50 years, is to get around on the South Side. Free, on-street parking near the Oriental Institute and Robie House was also a breeze.

P.S. I just looked it up and the park renaming was less than two years ago. It was not in my bailiwick, but I was aware of the existence of Douglas Park (and probably drove past it a couple of times), but I had never given any thought to who it was named for. There are plenty of examples of leaders who led their people to disaster, some much worse than losing a war, that remained in power for the rest of their lives, died peacefully in their sleep, and passed on their position to their chosen successor. Plenty more died more violently, but it took quite some time between the disaster and the end, sometimes decades, and often unrelated to the disaster that should have ended them. The Russians are well aware of this; Stalin died of natural causes despite bungling one thing after another, being a mass murderer, and generally being hated by everyone.

Putin, being the spy bastard he is, knows his chances well enough. If he thinks he can get out of this war and still cling onto power, even with the loss of prestige, he may take it. He has the tools to survive. You have to give him that escape hatch if you want this war to end in a settlement rather than a fight to the death, and even if you want a fight to the death you keep your options open in case the facts on the ground change. That's why the President of the United States is not supposed to randomly blurt out in public that his goal in life now is to get rid of Putin because this has become a d*** measuring contest for a confused old coot.

Right now the Russian people are getting screwed by sanctions and Putin is still getting his oil money. And Joe Biden has threatened Putin with the Khaddafi treatment.

This was always the risk in electing a man near 80, that he says the quiet parts out loud. I don't doubt his administration wants war with Russia - war often being a way to boost sagging poll numbers and provide distractions from domestic troubles - but they want Russia to provide a cassus belli. It's similar to the two world wars, where the US was provoking while neutral to get the Germans and Japanese to provide a cause that would win public support for war.

This isn't a statement that can be walked back. Putin won't deal with people who want to remove him, and since everybody in this administration fails at understanding human nature, they probably don't realize they've united Russians behind Putin in a way Putin never could have on his own. They also apparently didn't learn from the Ukraine attack that Putin has no issue striking first, and this statement may well provoke Putin to take the initiative again.
