This is an old story right? Here's my opinion: You can't blame a dog for acting like a dog. Many dogs instinctively protect their "family". You can keep your dog from hurting another person by making a lot of effort to identify danger situations, and avoiding them. For example, I lock my dog on the screen porch when I have workers (plumbers, electricians, etc) into the house. I know that my dog want to protect me and my house from "strangers". I can forestall this in the case of friends and family by inviting the people into the house (doorways are a danger point for my dog) and then introducing the dog to them where he can see that I have welcomed them as friends. This took me some time to figure out; therefore I don't blame the Bidens for not knowing this right off the bat.
Simple rule. Dogs that you cant trust get put down.
What @h said. It's up to the staff/family to control the dog in an unfamiliar situation. When our dog is in her carseat, she'll barks at anyone that's near the car, even me if it's the wife's car she's in.

Really, if the dog can't be trusted around strangers, you either never allow them to interact with strangers, like Michael K above, or you put them down.
Sounds like this time it was a groundskeeper on the lawn. Sounds like there are too many strangers at Major's owners' place of business for him to be permitted to spend time there.
h @ 6:47: good advice, that. The presumption with dogs is that they are very territorial/protective. And averting literal crunch points it helps to think from a dog POV and start from what they *can’t know*. To you that stranger is your long-lost friend. But to your dog that stranger is...a stranger.

Though, I do feel sorry for Major- having President Joe Shitforbrains trying to sniff and hump you all day long can cause issues.

Basset hounds are very mellow but my last basset got very territorial with our house. She was the first basset (of 6 ) that acted this way. She was a rescue and, while I never board dogs, she would not allow our dog sitter in the house. She dug a hole in the back yard and contracted Valley Fever which is endemic in the soil of AZ and CA. She died last December of the fever. Our new rescue, Nick, seems typically mellow.
Interesting that she stated the dog was a member of the family so would not be hurt but didn't think the worker that was bitten was important enough for her to know his name or where he worked. Interesting priorities.

Psaki tried to bullshit the press and used weasel words. Of course, she is a weasel, but that doesn't excuse her explanation. The explanation is like has been discussed here: Major did not recognize the gardener, or whoever, and the whoever did not do what's SOP when meeting a strange dog: crouch, extend your hand and let the dog sniff. The dog's handler did not adequately control Major, either. If the handler had, there would have been no incident and no story for Psaki to bullshit about.

Dogs often mirror the personality of their owners. It's not so much that they adopt the owner's personality, it's that certain personality types are drawn to certain breeds. Very insecure and cowardly men are often drawn to breeds with a reputation for aggression.
Walking around in public with a loud and intimidating German Sheppard Dog perfectly conforms to Resident Biden's fundamental nastiness. Two of them even more so. What a shithead.
