Trump's efforts and success at reducing federal regulations overall have been noted up-thread, but I don't think there has been sufficient emphasis and recognition of the impact of his administration's changes to environmental regulations — which have extreme implications for the freedoms for property owners and many others in this country — that President Trump has promulgated.
Law professor Jonathan Adler writes at the Volokh Conspiracy in Reason about how effective September 14, 2020, a complete replacement set of environmental regulations — promulgated by the Council on Environmental Quality (CEQ), implementing the (1970) National Environmental Policy Act (NEPA) and controlling on all federal agencies — has now gone into effect, which the CEQ drafted in accordance with Trump's earlier executive order to that effect.
As Adler notes about these revised regulations from CEQ: [quoting…]
The Environmental Protection Agency (EPA), for example, has argued that some of its regulatory reforms are compelled by the plain text of the relevant statutes. CEQ, on the other hand, explicitly argues that these new regulations “embody CEQ's interpretation of NEPA for Chevron purposes.” CEQ further argues that its interpretation of NEPA's requirements preempts any alternative interpretations previously offered by any other federal agencies, and that its new rules override any preexisting agency regulations or guidelines purporting to require more extensive procedures.

James M. McElfish, Jr., Director of the Sustainable Use of Land Program (who is hardly an advocate for these changes), also writes of their impact and what they entail. As McElfish says, for instance: [quoting…]
In contradistinction to the long-standing NEPA rules, the rule will prevent agencies from considering alternatives not within their own jurisdiction. […] CEQ also says, “Where a project is developed by a private sponsor, alternatives that result in changes to project design, technology, or locations must not render the project economically non-viable.”

In other news, I'm like smoking two packs a day in the local air quality here. On Friday, a police high-speed chase of some perp led the perp to smash into my concrete block retaining wall on JC Blvd., blasting out about 34' of wall. I was sitting on my deck reading an Althouse thread when it happened, about 25' away.
It was very exciting but it happened in a second and the truck was not aimed at me. I went out to follow Milwaukie PD closely. They were very professional and since I was so traumatized I decided to do color commentary to make this shitshow more fun for me.
Por ejemplo, when they were taking down the perp down with 9s drawn, he was very pro in his get on the ground routine. I called out, Very professional you guys. This dude's a frequent flier. Etc. I heard the reading of the rights and I felt like I was in a Law and Order. Unfortunately, there's no dash cam.
I called ServiceMaster for a board-up quote and me and my buddy did it beating their price by hundreds so I've already made $750 toward my $1500 deductible.
Oregon's being very exciting, not even counting last month's 2 a.m. K-9 chase of four possibly-armed men down the bike corridor. I was on the perimeter. Of course, I had to investigate and chat up the cops. I offered to take out my militia rifle and give them cover from my parapet along the masonry wall [recently destroyed]. They were all like No, Sir, we don't need you to do that.
I went back inside and decided, as long as I'm up, I haven't screwed around with the cops enough. So, I take him a hypothetical. I've got my rifle out now, a little test in how long it takes me to get it out of the bag and mag up. So, what if some dindu nuffins come over my wall? Mumble, mumble. Well, you said these dindus are possibly armed and I'm in fear of my life. So, hypothetically, based on your experience as a PO, is it safe for me to open fire if they start coming my wall?
He's well I'm not a lawyer. I expected that but I sort of did want a street opinion.
I'm watching the 1985 BBC version of Bleak House on Amazon. It's faithful to Dickens, but, so far, it's not peak Diana Rigg. The costumes look authentically Victorian but such outfits are not appropriate for Emma Peel. Diana Rigg was a fine actress, but Dickens is not her home.
Well, today had some new additions to "Biden's greatest hits."
My personal favorite from today is this one: "Cause if you could take care, if you were a quartermaster, you can sure in hell take care runnin' a, you know, a department store uh, thing, you know, where, in the second floor of the ladies department or whatever, you know what I mean?"
But a close second was a story about a veteran with a brain injury who killed a woman and then molested her corpse. I kid you not. This was in a campaign speech.
And the day was capped with a pander to Hispanics by Biden playing a Spanish pop song on his phone and bobbing his head to it.
The media (who 54% of the US actually believes is legitimate) have decided to blame the Western fires on climate change (and therefore Trump) as if it were a fact. No other causes are ever mentioned or discussed.
Also, given the sitrep, I have been thinking about Patrick Moore's 1990s essay "Trees Are the Answer." I had a whole new view of forest management from that.
Short story, he was a founder of Greenpeace and broke with them 15 years later.
I just learned that he had expanded his essay into a book, published in 2000. I just got it today and I would recommend it to any Althousian interested in forest management. It is available at the Althouse Amazon portal.
I had a chat with my son and his fiance who live with me. She is very not interested in politics but her dad is a retired Chicago cop, My son, like his sister and mom, are Sanderistas. I made my first explicit vote Trump or stay home pitch.
I'm like, don't vote Biden and crash the economy. I turn 69 in two weeks and I'm not going to live forever. Do you want to crash my stock market and bond positions? Do you want the value of this home you will inherit to drop from the anarchy in the streets and higher taxes?
I'll be dead before the effects of American socialism and Chinese imperialism really take effect. What about your children young people? I'm almost 69 and have no grandbabies. Poor, poor, pitiful me.
Want to avoid riots and looting and even protests? Stop killing people?
Time to sink some investment into Wrap Technologies stock as the company expands sales of its nonlethal BolaWrap device across the country to major Police Departments. The new President of Wrap is Taser cofounder Thomas Smith. The BolaWrap and all its related equipment, including a holster and cartridges, can cost between $1,000 and $1,300 per device.
Read an article wondering if downtown Chicago can recover. They seemed to think the virus was the culprit. That's like blaming your water damage on the big storm, while ignoring you decided not to fix your drainage system. The real problem is blue governance.
Recently we have seen large migrations from NY to Florida, and California to Texas. So those states might turn blue.

Based on your figures, I estimate that about 90% of the people in that neighbourhood oppose the goals of BLM, while about 50% are cowards, 10% are shortsighted and stupid, and 10% are shortsighted, stupid cowards.
The "Town Hall" was anything but. Little Georgie tried to take it to the president, but Trump gave it back. Nice to see that ABC viewers that have minds of their own might hear DJT in his own words, rather than the lying posers on the MSM.

I find the article strangely compelling. For one thing, one of the smartest guys I know, who is reflexively deep into TDS, and has done bioweapons research, initially took the position that the SARS-CoV-2 virus (that causes COVID-19) did not look like a bioweapon. He seemed to be of the belief that at worst, the Chinese had utilized pushed evolution to create the coronavirus. Now he is saying that he had predicted the pathways laid out in the paper last summer.
This virus primarily utilizes ACE2 receptors to access the calls that it infects. Every mammalian species, at least, has species unique ACE2 receptors. Some are closer to ours (hACE2). Others less so. The mechanism to do so is found in the spike of a coronavirus. This, by necessity here, has to change when the virus crosses the species boundary. What SARS-CoV-2 apparently looks like genetically, as I understand it, is one of two bat coronaviruses (ZC45 and/or ZXC21) with parts of the SARS-CoV (original SARS) hACE2 specific spike replacing that of the bat virus. The problem with the forced evolution theory is that it would have left a residue, or fragments, of the mutations. There aren’t any. In short, SARS-CoV-2 Is too clean to have evolved naturally, even utilizing forced evolution. The alternative then, is that it was created by slicing and dicing pieces of different viruses (ZC45 and/or ZXC21 plus parts of the SARS-CoV spike), and then sewing them back together. The author then lays out how she believes the SARS-CoV-2 was constructed, with estimated times for each step. I expect that the next step is to be actual construction of the coronavirus, or at least something very close. She also suggests that the novel coronavirus may have been constructed to have an antidote.
If she is right (apparently no effective refutation of her theory yet), this may well be the smoking gun that shows the Chinese creation of SARS-CoV-2. The probable original source of the virus (ZC45 and/or ZXC21 coronaviruses) were both apparently discovered by a Chinese military virology lab (the author believes that sourcing was to hide the parties doing the genetic fabrication). They have the most extensive bat coronavirus repository in the world, and the most experience in manipulating and engineering them. And, probably the best in China is the Wuhan Virology Lab.
My theory, assuming this is accurate, is that SARS-CoV-2 was manufactured through genetic manipulation at the Wuhan Virology Lab, and through negligence, was inadvertently released into the population of Wuhan. I don’t think that it’s release was intentional, because if it had been, the Chinese likely would have picked somewhere else in the world, to direct attention away from themselves. They first tried to cover it up, esp from their bosses in Beijing, but also WHO, etc. But, being communists, their attempt was heavy handed and unsuccessful.
There are a number of ramifications, if this article is even close to being accurate. One is that Trump was right to crank up the sanctions against China, and induce companies not to be dependent on the for a major part of their supply chain. They were a bad actor here. They likely were doing genetic virology research that converted a bat coronavirus to a human one, then made it more virulent. They then allowed it to escape containment, infecting the word, and ultimately probably killing a couple million people. Definitely not a good world citizen.

@OldMike, the skies should be fairly clear. The airmass is coming down from Canada, and Canada/Alaska haven't had many fires this year. (Because of Climate Change ;) )
Biden played a spanish song yesterday at his Florida event. Apparently, the song lyrics include stuff like "i love smelling your neck" and comments about a "woman's hair". Plus a caller to the local radio show this morning in Philly claimed Hispanic people actually hate the song since its been overused.
Bruce Hayden- a good summary, thank you. However, I will toss out this one other path that should not be dismissed: that the CCP released this within their own population to closely track how quickly and where it would spread and to watch and observe how the world reacts. Sounds too evil to consider, right?
Consider this: The CCP have murdered millions- Estimates are of 65 Million- 45 million just during "The Great Leap Forward" alone. They are not shy about killing their own to achieve a 'greater end'. If this virus was to do what they had designed it to do, why not start it among their own, knowing they would have the time to stock up on what they thought might be needed to slow it (masks, PPP gear, ventilators, etc.) and that the rest of the open world would not know what hit them before it was too late? The rest of the world would be playing catch up on just the very basics in protection.
Because we do not think like a Stalin, or a Mao does not mean others lack that ability. To understand the communist regime, you have to think like them. We don't, so it's hard to conceive, but their own history tells you- this is right up their alley.
I find the article strangely compelling. Bruce Hayden: "For one thing, one of the smartest guys I know, who is reflexively deep into TDS, and has done bioweapons research, initially took the position that the SARS-CoV-2 virus (that causes COVID-19) did not look like a bioweapon. Bruce, lets not forget how players in our own govt provided funding for just that sort of research in Wuhan.
In one memorable scene, the hero of Solzhenitsyn’s novel November 1916, Colonel Vorotyntsev, finds himself at a social gathering principally of Kadet adherents, where everyone repeats the same progressive pieties. He soon grasps that “each of them knew in advance what the others would say, but that it was imperative for them to meet and hear all over again what they collectively knew. They were all overwhelmingly certain that they were right, yet they needed these exchanges to reinforce their certainty.” To his surprise, Vorotyntsev, as if under a spell, finds himself joining in. It requires an effort to remind himself that what these progressives say about “the people,” whom they do not know at all, contradicts everything he has learned from his acquaintance with thousands of common soldiers. When Vorotyntsev ventures the slightest discordant observation, “just . . . one little thing . . . they were all on their guard. They fell silent, as they had been speaking, in unison, and their silence was aimed at the colonel.” He retreats and, as if hypnotized, repeats progressive pieties with the rest.
They seemed to think the virus was the culprit. That's like blaming your water damage on the big storm, while ignoring you decided not to fix your drainage system.
I think I read the same article and the Tribune (TDS central) was surprisingly frank about the riots and violence. The story of the couple going to the high end steak house and finding the armed security guard was an example. I still have family there and am trying to convince the last holdout to, at least, get out of the city.
stevew said... A thought occurs: if we didn't build houses and such in or abutting a forest would we have a need to perform forest management?
California residents have been building houses in fire prone areas for 100 years. Most of the historic fires that burned parts of Los Angeles were brush fires, not forest fires. The forest fires in the mountains around LA are a more recent phenomenon. There has been overgrowth of trees in the San Bernardino mountains the past 50 years. Lake Arrowhead was originally a sawmill in a valley. Those mountains are subject to frequent drought cycles in which near-mature trees have been unable to generate enough sap to protect them selves from bark beetles and carpenter ants. Thousands of such trees are now dead.
I have no personal experience with northern California but people have been building in forest for a century. Logging kept those forests thinned until Bill Clinton.
Now I am convinced that ‘they’ are using my iphone camera to spy on me for ads. Yesterday I found an unopened bottle of eye vitamins that I had bought a couple of years ago, said nothing to anyone, did no web searches, just opened the bottle and took one. Now I am getting ads for eye vitamins and vision protection magic potions on my phone.
I think I will go back to a flip phone, a Tom Tom, carry a small camera, and use my PC which has tape over the camera for. the rest of it. I will carry a paperback for short term entertainment, like I always used to do. This is too much.
You can’t understand the context of the virus without knowing what they were working on at Wuhan. This is an article from 2018 where China was bragging about their research into the body’s response to viruses. They pretty clearly cooked it up in a CRISPR in order to further this research, and I don’t doubt for a minute that the initial release was an accident. They were playing with fire.
I also have little doubt that once they were hit by the virus so hard, they wanted their economic rivals to also suffer the same economic consequences and so let it spread while keeping quiet and using their power over the WHO to do that. There is aslo a paper somewhere in Nature that voices concern about a cooked up virus at Wuhan with the potential to infect humans. So all of this has been known forever and the press has given it a good leaving alone, as Howie Carr says, because they were covering for the ChiComs.
BleachBit: "gadfly is on board with the liar press and the extortion racket that IS the modern democrat party."
Not really.
gadfly doesn't understand anything. That's why he is The Poor Man's LLR-lefty *****.
No, gadfly sees a particular source that his TV told him he must believe and he cuts and pastes their content. He/she/xe lacks the critical reasoning skills required to make any sort of informed decisions.
Bruce Haydon. So I'm reading the paper and there two more clues that this is a man-made virus, in addition to the two significant things that you mentioned, ie. it having a SARS version of the spike protein, and it being quite similar to ZC45, which is the natural bat coronavirus that certain labs within China are known to have worked with.
So the additional items of interest are (1):
"SARS-CoV-2 contains a unique furin-cleavage site in its Spike protein, which is known to greatly enhance viral infectivity and cell tropism. Yet, this cleavage site is completely absent in this particular class of coronaviruses found in nature. In addition, rare codons associated with this additional sequence suggest the strong possibility that this furin-cleavage site is not the product of natural evolution and could have been inserted into the SARS-CoV-2 genome artificially by techniques other than simple serial passage or multi-strain recombination events inside co-infected tissue cultures or animals."
and that's a quote from the paper.
And (2) although it isn't really explained in this paper, but there are other papers that allege, and there is also an upcoming paper that will explain this in greater detail, that the RaTG13 virus is not natural and is actually man-made. The argument for the natural origin of SARS-COV-2 is mostly based on it's similarity to RaTG13. But the authors and others claim that RaTG13 is not a natural virus and it was created as fake evidence for the natural origin of SARS-COV-2.

Thanks, MM. I'm looking at this but I don't have a frame of reference as to how bad that is. It's been so cloudy up north the last few days I haven't been able to see for myself.
This shows you a nice color image of North America using visible imagery (Don't look at night!) You can see clear air in Canada today, and plenty of smoke over the USA.

The President did very well. Now...Bidens turn... Tell me Gadfly, how many town halls is Biden going to do? Zero? Thats my bet.
For all we know... "Only time will tell if the spotted owl is able to adapt quickly enough to persist as a species in the face of the barred owl invasion." Remember the environmentalists hysteria over the spotted owl? The threat of their extinction in old growth forests was the cause of much controversy and policy change. We shut down the logging industry to protect the Spotted Owl, but no one told the barred owls to stay out or they didn't care. Owls have their own rules. Spotted Owl and Barred Owl
Why am I still up at 1 a.m. still reading Althouse?
Oregon has a literal decimation program against Barred Owls. You see, they'll live anywhere, not just in old growth. They are more omnivorous, unlike the really picky eater Spotted Owls who prefer flying squirrels. That's sort of like Giant Pandas who only eat 3 out of the 3000 bamboo species.
The Barred and Spotted Owl populations were separated by the Wisconsin Glaciation and can still interbreed. The Barreds came west via the Canadian prairie and have started to replace the Spotteds. Also, the Barreds like to eat Spotteds eggs. It's kind of like Midwesterners against the Portland pussies.
So, Oregon is going to shotgun 10% of the Barreds. Because the children.

Who in the Harris-Biden campaign staff thinks it’s a good idea to bail out rioters? I don’t think they really understand the American people.
Three cheers for the judge in Pennsylvania who has laid a $1M bail on seven rioters. Let Harris & Biden cover that.

Was that worse than Señora Suita de los Pantalones "Salsa Caliente"?
Well, today had some new additions to "Biden's greatest hits."
My personal favorite from today is this one:
"Cause if you could take care, if you were a quartermaster, you can sure in hell take care runnin' a, you know, a department store uh, thing, you know, where, in the second floor of the ladies department or whatever, you know what I mean?"
But a close second was a story about a veteran with a brain injury who killed a woman and then molested her corpse. I kid you not. This was in a campaign speech.
And the day was capped with a pander to Hispanics by Biden playing a Spanish pop song on his phone and bobbing his head to it.
Best campaign implosion ever.

What a great night. Hope you can see a recording of it, Althouse.
May the forest be with you.
Oh, the new title is "Green Spirit: Trees Are the Answer." I think I didn't mention but he's totally into sustainable logging. Jobs for rednecks!

"I Am The Target": Silenced Chinese Virologist Tells Tucker COVID-19 Intentionally Released, CCP Trying To 'Disappear' Her. This is the article the Chinese, in particular, are trying to kill: Unusual Features of the SARS-CoV-2 Genome Suggesting Sophisticated Laboratory Modification Rather Than Natural Evolution and Delineation of Its Probable Synthetic Route

A thought occurs: if we didn't build houses and such in or abutting a forest would we have a need to perform forest management?
Biden played a spanish song yesterday at his Florida event. Apparently, the song lyrics include stuff like "i love smelling your neck" and comments about a "woman's hair". Plus a caller to the local radio show this morning in Philly claimed Hispanic people actually hate the song since its been overused.
I am not making this up.
Long. Worth the read.

I think I read the same article and the Tribune (TDS central) was surprisingly frank about the riots and violence. The story of the couple going to the high end steak house and finding the armed security guard was an example. I still have family there and am trying to convince the last holdout to, at least, get out of the city.
This is hilarious because it's believable.

This is too much.
gadfly is on board with the liar press and the extortion racket that IS the modern democrat party.
They were playing with fire.
https://cosmosmagazine.com/biology/switched-on-bats-hosting-viruses-is-a-cost-of-flying

Thanks MM. I maybe should have gone tonight. Going to try tomorrow.
