As Bleach Bit points out, the details are sketchy. Without naming names, who were the targets and what was the background of those involved in this extravagantly monstrous scheme? The reticence of the report makes me suspect that the perps are not neo-Nazis or Trump supporters. To be fair, there is no mention of any apparatus for water boarding so there were limits to their monstrosity.
