Giuliani enjoyed cross dressing in public and, as I recall, lived with an openly gay man for a while. It didn't hurt him in the slightest with intolerant right wing biblethumping homophobic voters.
Because he was competent.
He made people's lives better.
Real humans doing real human things in public. All these actions strike me as self-deprecating and fun; they are saying that they are confident enough about themselves that they can go out in public in awkward and potentially embarrassing ways.
As for the not presidential bit, that is just a sub-form of your civility bullshit category of complaint.
There was a hot minute in the 2008 election when they tried to use those cross dressing things against Rudy, implying that maybe he really is gay.

I think since Bill Clinton went on Arsenio and played the sax, politicians have wanted to seem as if they are hip and with it and down for a bit of fun and frolic. Maybe it happened before Clinton as well, like Nixon I guess went on Laugh-in?
When it's meant to be fun, it's okay (apparently that includes black-face as long as it's a Democrat). It's when it's meant to be serious that but comes across funny or weird, then it's not, like Dukakis in the tank. Or John Kerry pretending to go hunting.
I was recently invited to a performance of Porgy & Bess.
I know next to nothing about opera, but the whole thing seemed like a musical to me. Just as it does in musicals, the artifice of characters breaking into song in the midst of their dialogue seemed ridiculous to me.
I think I’ve played every song in the score of Porgy & Bess. Legendary tunes.
But, the story was trifling and the whole musical thing was just plain silly. And the damned thing dragged on for 3 hours!
Speaking of musical theatre, I just went and saw Hadestown in NYC, which is billed as being anti-Trump, which it is, to an extent. The guy who plays Hades, that is to say Satan, had the bricks of a wall as arm makeup, and there is a song about building a wall with Hades behind it, but that play was so Vermont that I thought that they were going to hand out maple creemies during intermission. The “Why We Build the Wall” number was actually pretty good. Ultimately the play was about the Greek story of Orpheus and Eurydice though, not Trump.
They make the same kind of arguments that Althouse pointed out yesterday about transgenders in sports. Based on sympathy, rather than cold logic. They are very convincing to stupid people, and people who don’t want to be seen as mean by stupid people.
If he had appeared with the Mayor of Munchkinland, that would have won him the job.

The difference is both Rudy and The Donald looked like they were enjoying themselves. MiniMike looked tense throughout. Thus laugh with the first two, but at the third.
The real trouble with the Bloomberg "Mary Poppins" bit is that it plays so perfectly into the nanny-state criticism of him. Specifically, I expect the line "Maybe I can make the whole country behave" to end up in a Trump ad if Bloomberg's the nominee.

I'm generally for our politicians taking a few moments to try humorous attempts at theater.
The Bloomberg difference is that he's not funny: too stiff and self-conscious. So rather than recommending him for his willingness to make fun of himself/seem ridiculous, it emphasizes his lack of connection to others.... his total inability to relate to other human beings. He can't even fake being a normal person.

Bloomberg’s thing was 14 years ago, Trumps Green Acres thing was 15 years ago and his thing with Rudy was 20 years ago. What does any of this ancient stuff have to do with being presidential? I willing to guess, if you just go back far enough, pretty much everyone who ever ran has something innocuous, yet embarrassing in their past.
