"So sad that Elijah Cummings has been able to do so little for the people of Baltimore."

"Statistically, Baltimore ranks last in almost every major category. Cummings has done nothing but milk Baltimore dry, but the public is getting wise to the bad job that he is doing!Someone please explain to Nancy Pelosi, who was recently called racist by those in her own party, that there is nothing wrong with bringing out the very obvious fact..." that Congressman Elijah Cummings has done a very poor job for his district and the City of Baltimore. Just take... a look, the facts speak far louder than words! The Democrats always play the Race Card, when in fact they have done so little for our Nation’s great African American people. Now, lowest unemployment in U.S. history, and only getting better. Elijah Cummings has failed badly! Speaking of failing badly, has anyone seen what is happening to Nancy Pelosi’s district in San Francisco. It is not even recognizeable lately. Something must be done before it is too late. The Dems should stop wasting time on the Witch Hunt Hoax and start focusing on our Country!"

Trump keeps up his effort to turn the subject of the day to Baltimore. I've combined tweets that all went up this morning — here, here, here, and here.

He's doubling down after being called a racist for what he tweeted yesterday: "Why is so much money sent to the Elijah Cummings district when it is considered the worst run and most dangerous anywhere in the United States. No human being would want to live there. Where is all this money going? How much is stolen? Investigate this corrupt mess immediately!" And: "So sad that Elijah Cummings has been able to do so little for the people of Baltimore. Statistically, Baltimore ranks last in almost every major category. Cummings has done nothing but milk Baltimore dry, but the public is getting wise to the bad job that he is doing!"

Trump is also retweeting video showing degraded living conditions in Baltimore:

Trump critics are forced to take the position that it's racist (at least for Trump) to call attention to the poor conditions in a place where black people live. Here are some headlines I'm seeing collected at Memeorandum:
Baltimore Sun: Better to have a few rats than to be one...

Jonathan Chait / New York Magazine: Why Trump Spent His Summer Vacation Sending Racist Tweets

David Zurawik / Baltimore Sun: Trump's Twitter attack on Cummings and Baltimore: undiluted racism and hate — After three years of denouncing President Trump's use of media to attack, denigrate and, yes, spew racist hate, there are days when I think I do not have a drop of vitriol left for Trump and what he's doing to this country.

Peter Baker / New York Times: Trump Assails Congressional Critic, Calling His Majority-Black District a ‘Disgusting’ Rat-Infested ‘Mess’...
The Trump critics should know by now that calling Trump racist will not cause him to back down. In fact, this newest reason to call him racist has the tendency to make us forget the last thing that made them call him racist — seriously, I've forgotten! — and to dilute the meaning of the epithet. Trump is pointing at something concrete — living conditions in Baltimore — so news reports will need to show pictures of living conditions in Baltimore and interview residents.

I had to stop and think for a while to remember the previous Trump-is-a-racist topic. It was those tweets about Congresswomen who should "go back and help fix the totally broken and crime infested places from which they came." Actually, that controversy is thematically related to the Baltimore topic: There are some terrible places where people unfortunately live.

So my question is: Who will help... or are Trump and his critics all hammily performing in the age-old theatrical tradition of caring for poor people?

3. Racist to imply that there is a connection between excessive poverty drugs and crime in Baltimore and the fact that Democrats have long controlled the political levers of power in Baltimore? (And if this is it, is this what Trump implied?)
4. Racist to imply that there is a connection between excessive poverty drugs and crime in Baltimore and the fact that blacks make up a significant portion of the power structure in Baltimore? (And if this is it, is this what Trump implied?)
5. Racist to assert that Democrats have spent most of their time and effort since taking the House in 2019 trying to discredit or remove Trump, and relatively little time and effort addressing real problems of the country? (If this is it, is it racist because it's not true? 6. Or is it just racist because "Trump"?

This is probably good politics on the part of Trump.

Politics however is only marginally connected to reality.
The truth is quite a lot more complex, and for the most part cannot be discussed in public, in the US.

- Not to excuse politicians, but the people usually get the leadership they deserve.
The leadership can contribute to the corruption and decadence of the people, but at best the negative feedback loop has a much larger upward than downward component.

- Most of the factors contributing to the prosperity or otherwise of a city, with rare and extreme exceptions (Detroit for instance, and possibly Baltimore) are beyond the reach and scope of local government. San Francisco for instance is not massively wealthy because of the quality of the local government, but because it is the pleasaunce of a great number of very wealthy people, drawn there or its environs due to nature and history, and of course a vast number of their servants and courtiers. Its local goverment therefore has great scope for whimsical behavior. Circumstances dominate.

In 1968, I shipped out of the Seafarers' International Union (SIU) hiring hall on Lloyd Street. It was a few months after the riots but the National Guardsmen were still deployed. Downtown was completely burned out especially Howard Street. Washington, DC, was horrible along seventh and fourteenth; but, nothing compared to the devastation in Baltimore.

I returned 2003-2005 working as a hospital chaplain at Sinai and Northwest hospitals while taking a year long chaplaincy program at The Johns Hopkins Medical School. I had to go through the same streets to Hopkins several times a week. Wonderful subway but exiting into the same streets STILL boarded up and burned out.

Lloyd Street was an old Jewish area with a beautiful shul still there although the abandoned, barely used despite much renovation. The merchants and the community left to Pikesville shortly after the riots and those neighborhoods were abandoned. Hopkins gobbled up a vast area of tenement blocks. In 2005, they were still abandoned, boarded up hulks.

Baltimore fire department used to practice there and a few firefighter films were shot on location complete with practice fires.

It's a complete disgrace. Old timers compare then (2003-5) to the old Boston Boss Curley days or NYC's Tammany Hall. I imagine that across the "color spectrum" there are many in Baltimore who have been waiting for someone to clean house. Maryland politics has been a disgrace long before Marvin Mandel; it is worse now.

The last Republican Mayor of the following cities. These cities are either currently cesspools or working on becoming a first class cesspool, complete with rats, homeless, human feces, and diseases not seen since the early 1900s or...the dark ages. The children born into these communities are brought into world that is full of drugs, crime, single-parent homes, and schools filled with fearful and not very good teachers. Our war to straighten out this country starts with what we do in these cities. It starts with the kids. It starts with their education. But that's another story for another blog. The Dems have held power in these cities, and with the black community for decades. The quality of their work is on display in every one of these cities. Why anyone would keep giving their vote to those who keep them in this cycle is beyond me. But, the answer is: The Republicans, as tone-deaf as any party ever was, has given them little reason to change their vote. Seems like it should be easy.

Last Republican Mayor in the following cities:

Detroit: 1957
Chicago: 1931
Baltimore: 1966
Newark: 1953
St. Louis: 1949
Philadelphia: 1952
Oakland: 1977

We know Democrats love their voter fraud.

Common sense says if you're going to invest in committing large scale voter fraud, you'll get the biggest bang for your buck in the most densely populated areas, i.e., large cities.

As a bonus for the Democrats, in any city that has a large minority population, you can deflect any investigation of said voter fraud by screaming "Racist!". Which always, always, always works.

We can see in these cities that once the Democrats get a hold of the power structure in a given area, they can corrupt the electoral system so thoroughly that they can go 70 years without losing an election despite abysmal track records.

The Democrats are hard at work at going national with this strategy. The next time they reacquire power will be the last time they need to do so. And even on a national level, anyone who looks too closely at their voter fraud will be called "Racist!". Because that always, always, always works.

It's great for West coast folks like me who haven't spent any time in Baltimore.

I could probably write a similar history about Oakland, CA, where I spent a lot of time.

There's one notable difference, though. In Oakland, since 1980, the black population has dropped from 47% to 25% of the City.

Let me repeat that - nearly half of Oakland blacks have left.

Why?

The housing prices. SF housing is the most expensive in the nation. It increases the prices of all cities around it. Yuppies from SF can't buy a house, so they flee to Oakland. And black homeowners in Oakland have cashed in their profits - and moved out. And very few new blacks are moving in.

But like most big inner cities, there are several pockets which are no-go zones for obvious reasons.

I lived on the north side of Chicago when I was in graduate school at Northwestern from 1988 to 1992 (on Bryn Mawr avenue 5 blocks from the lake). Most of the time when I visited her, we stayed within the boundaries of the U of C campus, but we did at times have to venture beyond those boundaries to reach other places further west and south. I can tell you no one would would want to live in such areas, much less raise a family there. Block after block of boarded up and/or burnt out houses. And this was 30 years ago, it has only gotten worse and spread in the city of my birth.

By 1990, when my grandmother and her husband moved to Florida, their neighborhood had already become a slum, with hookers and drug dealers staying out on the street playing music all night long. I haven't been back there since to Cicero, but I can't imagine it has improved.

@Althouse, I utterly reject your notion that Trump is "hammily performing in the age-old theatrical tradition of caring for poor people." I think he really does care, however to an unreconstructed 70s era liberal such as you, "caring" about poor people equates to government programs and government handouts. Open your mind to considering the possibility that there's a better way to care, and that is by providing jobs and clean, safe streets, and other such necessities of life.

As to Cummings, the Maryland 7th Congressional District is one of those very odd-shaped districts that would be decried as obvious Gerrymandering if the Republicans drew it up, but merely good politics since it was drawn up by Democrats. It reaches westward from downtown Baltimore through the poorest parts of the city and out through relatively affluent suburbs along Interstate 70 almost halfway to Frederick, with a second large block of affluent suburbs and more rural areas that is barely connected to the rest of the 7th by a narrow corridor. Most of the 7th is a nice place to live but the southeaster part of the district is pure Hell.

Thomas Sowell pointed out a long time ago that black people in America were doing much better--gaining wealth and income faster than the white lower- and middle classes--before the leftists started "helping" them with the "War on Poverty". Since then, it's been monotonically down hill in every way, economically, socially, you name it. You can call Thomas Sowell a racist, an oreo, or an Uncle Tom, but I doubt that he'll give a damn.

My only problem with Trump calling out Elijah Cummings is that it's not nice to pick on mentally handicapped people. Still, sometimes truth demands that some things be said.

Before the internet, opinions were mainly shaped by newspapers and five o'clock TV news. Most people are still informed the same way.

Now, the younger ones are informed by Google, facebook, Instagram, and twitter. It's all they have left after The Daily Show went kaput.

Imagine a world in which Democratics defend:
1) The anti-Semitism of the Squad,
2) The anti-freedom of the Squad and Democratics, generally, and
3) The squalor of Democratic cities for which no Republican could be held responsible.

That is the world Trump has created, rhetorically.
And Democratics only have the overused "racist" to counter.

Again, I ask how A$AP Rocky is doing.
And did the BET founder Bob Johnson praise Trump's economic policy?

But let the few NeverTrumpers tell you he is losing.
