For lying about what Trump said and seeking to stir up racial animosity for his own personal benefit, Biden now should be called Despicable Joe.
For years, Biden basically has been excused by the media because he was a loyal democrat. I'm sure they view him as a dumb windbag. Now, there is an interesting situation. He probably has about a 20% chance of being elected president. The D's and the media don't want him. The "fine people" lie is sitting there to take him down, but the D's and media won't use it because they want to continue to use some version of the same lie against Trump. They will find something else and bring Biden down. But his conduct truly is despicable. He is dumb, but not so dumb that he must know his "fine people" hoax is a lie.

Biden is an empty suit, and I apologize to empty suits for that comparison, since he is worse than an empty suit.
It's hard to fault Ms. Bro, who displaces her anger at her daughter's death onto Biden, but the fact is that the death was a widely reported incident that is inevitably going to be the subject of public discourse and Biden's announcement didn't mention her daughter by name or suggest the family was endorsing his candidacy. Biden was wrong to mischaracterize Trump's statement, and he was opportunistic in citing Charlottesville at all, but nobody needs Ms. Bro's permission to discuss the incident, opportunistically or not.

Although she has already been used. Antifa specializes in Agitation Protests, using violence to tempt the other side into over-reacting and stepping into a PR trap. Antifa wanted a dead protestor.

The degree of intimacy matters. If you want to say her name, read from her letters or diary and talk about what kind of person she was, the family should be informed and should be there.
Politicians know that. That's why when presidents talk about human interest stories in the State of the Union the people involved (or their loved ones) are always there.
If you just mention in passing that someone was killed, does that require the same treatment? Ideally maybe, but it can't be expected or assumed.
Timing also matters. The closer the event is to the politician's mentioning it, the more the family ought to be there, but if a partisan political announcement is close enough in time to an unfortunate event, is it really seemly to mention it, let alone haul out the parents?
