It just means she thought of an answer to the question and she had some ideas about how to use the question to get to some things she had ideas about, which is what she did.

When one considers the appalling degree of censorship and de-platforming carried out by the management of Facebook against their perceived enemies, i.e. conservatives and anyone who opposes Zuckerberg's malfeasance, a more accurate description of Facebook would be "the biggest propaganda machine since the fall of the Soviet Union." And as such is a natural draw for a mountebank like Hillary Clinton.

Hillary tricked the entire leftwing collective hive mind (not hard to do) to buy into "Citizens United" being about large corporations. Citizens United is about citizens uniting to criticize Hillary. She would make that illegal. Facebook will help.
