Dogs have been the new thing for a while in my apartment building so I often find myself sharing an elevator with a dog. I'll pet from behind if the situation seems to warrant it. I also own small dogs and What I don't understand are parents when I'm walking one who ask if it's okay for their kid to pet my dog. I always say no. Why take a chance with a kid?

In my town you would be fined for failing to control your dog. If your dog tends to bite it must be muzzled in public spaces or you pay.
