What he seems to be describing is what I call (after Brooks and Frum) the "Uncle Dave" type of conservative--docile, deferential to their betters, and no real threat to the Plantation.

As far as I can tell, it's mostly fruitless. Our best work is in cutting costs on fertilizer and pesticide applications and other helper functions. His decades-long dream of an actually useful, automated "Decision Support System" looks to me to be as far off as commercial fusion.
Conservatism functions as inertia in a social system that serves to preserve or stabilize a state. Its value may be judged by evaluating a juxtaposition of its circumstantial static and dynamic principles.
