That’s not conduct the courts are going to just allow to happen... As far as immigration, there’s very little chance he’d be deported over this. These aren’t considered crimes of moral turpitude. Think Hannah Montana's morph into Miley Cyrus and consider that his latest escapade along with the recent harassment of his neighbor may be calculated moves to prepare the ground for the future.
His core fanbase for his original shtick was and is historically very age delineated. It keeps replenishing itself but he himself is 19 and is rapidly aging away from their notice. So he needs to reinvent himself as a badboy type to appeal to those fans aging along with him and perhaps gain some older fans never entranced by his image of pubescent innocence.
He was in a drag race, doing... 60. Will this do more to confirm everyone's preconceptions about Bieber, or to confirm everyone's preconceptions about Canadians?

Well, my generation produced Phil Spector. Bieber has to go quite a way in order to best him in obnoxious qualities.

Yep. I've had to deal with border officers many times and they are assholes. They can deny you entry even if you were just a passenger in a vehicle ticketed for DUI. Or for any reason they decide. They have complete discretion who enters and who doesn't.

I frequently cross the border into Canada. You can't get into Canada if they find a DUI on your record.
I have no idea how Canada has access to Washington state driving records, but their are plenty of horror stories of people being denied entry.

I was an immigration paralegal for years, specializing in professionals executives and scientists. Never did anything remotely related to the entertainment business. From what I hear from paralegals that do that kind of work, it mainly consists of doing a lot of "criminal waiver" work.
In other words, lots of petitions that ask USCIS to please overlook the criminal history of celebrities. In my job, at times, I would have to struggle with petitions I had to write making a certain foreign national sound like a manager - when it was a stretch (managers in the US in L-1A status get green cards faster hence the effort).
I don't know what is worse: helping Microsoft create the thickest layer of middle management on the face of the earth (everyone is a fucking manager at Microsoft) OR having to write things like: "Please overlook Hugh Grant's blowjob with a hooker."
