Or is it just the latest, most pathetic sign that the NYT is desperate for readers?

I like the old Lenny Bruce routine on this subject. He'd gotten a tattoo when he was in the Navy in WWII. When his mother saw it, she screamed: "Now you can't be buried in a Jewish cemetery!" Reading the article under the photo (sorry, but the photo's just not that interesting), it is indeed a dilemma that career optimization and reproductive optimization make a poor fit, as women who want a career postpone having children when they're more biologically fit to do so.

Yes, Orthodox Judaism does generally forbid tattoos. Here's a brief explanation.
Of course, secular Israelis don't care about that prohibition in any case, just like they don't care about most of the other halakhic prohibitions.
I have read some Orthodox Jews try to defend tattoos by reference to Isaiah 49:16 "See, I have engraved you on the palms of my hands; your walls are ever before me...", but the I don't think the rabbis are buying it. YMMV.

The real kick in the teeth to the Orthodox with the photo of the tattoo of the "Kosher Pig" at the Neo-neocon/NYT article is not just the pig & the word kosher, it's the "U" in the circle on the pig's hindquarters. That emblem on a food item means that the item has been rabbinical inspected & approved by the Union of Orthodox Rabbis. It is the "gold standard" of Orthodox rabbinic approval.
That tattoo is the work of a Jew who went to great detail to truly piss off some of his fellow Jews.
