It's shorthand for "The Democrats' low information voters," which comprises about 95% of their base.

Yeah, everything I've read so far seems to be about a crazy bitch trying to frame her husband. The 'actress' angle is a bit of a stretch. Looks more like a reality-TV wannabe.
