Yeah, I'm sure it's done to compliment other data mining efforts. It's certainly not out of the goodness of their hearts.

I'd use cheap massively redundant solar powered drones. Put up lots of them, let them fight the winds, dive for shelter, whatever turns out best to beat the weather.
The tech is nearly there now. And Google can atone for its sins by notifying the "bitter clingers" when the government finally comes for their God and their guns.
