I think that if I were fabulously rich, having a great house built to my taste would be a really satisfying use of my money.
There is Home Depot for the rest of us, and than there is the Malibu Museum of Home Art for the special people.

Had I been Dylan, I'd have just taken the designer up to San Simeon and said, "Do it like this - but with a modern kitchen." "Oh, and open it up a bit but no changes to the Library."
Malibu has no sewer system. The houses (er, mansions) all use septic tanks...aging septic tanks. Aging septic tanks leach poo. When it rains storm water saturates the ground and pushes septic tank leachings (human waste anyone?) into the ocean. Storm runoff also goes into the ocean/beach. This runoff takes with it oil and dirt from roads, pesticides from people's yards, and wild animal waste from the hillsides. Malibu's Surfrider beach has failed water quality testing after every rainstorm for the past decade. Take care and make sure you don't go into the water within 72 hours of a rain storm. You don't want to get sick this way.
The city of Los Angeles has mandated that Malibu install a sewer system in the basin above Surfrider Beach by 2019. Commercial properties are mandated to be on the sewer system by 2015.
So, take care when swiming in the waters off Malibu.

That's the style of architecture that has always fascinated me. From the time I was a child and my father would drive us trough the posh neighborhoods in the Dominican Republic.

We'll be at the castle real soon." And they do. No, we need people to dispose of their own poo. They made the mess, did they not? If the idea is to get rid of migratory poo, a municipal sewer system is only one solution.
"Don't poo on other people." seems both courteous and easily enforced. Perhaps the local governments, owning and administering beaches on behalf of the town or county, could themselves claim they've been crapped upon & seek restitution.
Had I been gifted with someone else's migratory poo, I'd be inclined to demand that the slime of origin freaking fix their mess.
From there, people free ranging their could fix their systems, collaborate to create a shared system, or drive to restaurants in another watershed twice a day.
I think the people causing the problem should be on the hook to solve it, especially when there are multiple solutions.
