The videos, which lawyers for the sheriff’s department said were filmed four years ago and had recently been found in a safe, were shown as part of a hearing to determine whether a federal consent decree is warranted to reform the city jail."

Well I hope some corrections officers lost their jobs over that nonsense.
What will it take to reform the city?
Clearly, we need to ban guns, drugs and alcohol, and that will take care of the problem.

They should make the jail a no-gun area. Plus no drinking or drugging behind bars. Laws are needed. Do something. Laws.

The sheriff (Marlin N. Gusman) was endorsed by the AFL_CIO in his last election..nuff said
Sheriff Marlin N. Gusman who is being sued is a Democrat.
Can't find that fact in the Times article.

As a denizen of New Orleans, let me tell you that it is EVERY bit as bad as the vid shows--AND MORE! What we are witnessing are the results of over 70 yrs of uninterrupted Jackass Party rule in the modern post-war era..

OK, just for starters, shortly after Katrina (I was one of the first back while my wife and son decamped to our other place in Marina del Rey) there was the little affair of one Eddie Jordan, the then black D.A. Eddie was a stiff-necked sort who, tho TOTALLY incompetent, affected sobrity and studied accomplishment by wearing high-collar shirts, three-piece suits and a homberg and top-coat at all times possible. Anyway, there had been a pre-Katrina stink about effective prosecution of bad guys which doubled in spades (yes, I know..) after and Eddie boy was taking heavy heat.. Well, one day in Feb, 2006 an escapee from Parish Prison broke into a cops home in New Orleans East, shot him and stole his car and fled across the Miss R. Bridge to the "Westbank" of New Orleans where our boy Eddie had a small mansion in a well-to-do white neighborhood. He ditched the car in--as it happens--the vicinity of Eddie's abode and somehow--with the entire NOPD hot on his trail, ends up knocking on Eddie's front door. Turns out Eddie's live-in girl-friend was an old flame of said miscreant. She invites him in and serves him cookies and lemonade unaware, needless to say, of the "hot pursuit" bit. Eddie then returns home from a hard day at the office and introductions are made all around while polite conversation is made. Finally, our friendly thug makes his excuses and says he should leave now as he has places to go. (All the while the police, having located the abandoned car are scouring the area lookibng for our guy never guessing...)
The upshot is that the guy then tries to carjack a couple at at 7-11 down the street, is caught, and when asked where he had been hiding, replies: "Oh, I was the guest of the D.A at his house just down the street." ROTFLAMO! Nothing like the DA giving shelter to fleeing convicted felon prison escapees! The Press had A FIELD-DAY with that one! Especially as there was a concurrent shortage of prison capacity due to Katrina damages. I personally suggested to one local radio talk show that they should house all the overflow at Eddies place as it seemed he had plenty of room, and didn't seem to mind. LOL! Just another day in the big city..
Just google New Orleans corruption and you'll find plenty, especially with the NOPD.
I see they've cleared those police officers who were filmed looting Wal-Mart during Katrina. Supposedly the officers had permission from their superiors to "take necessities for themselves and other officers." They were disciplined, however, for not doing anything about civilian looting taking place at the same time.
When I lived in New Orleans in the seventies, I worked for a company that had a big SuperBowl contract. My co-workers laughed about all the materials they and others took from the site. I was told that two more SuperBowls could have built with what was stolen.
How does NOLA compare to Detroit,Oakland,Baltimore,Philly, etc. ad infinitum.

Shorter story: I haed a friend who stayed behind, was flooded out andspent the flood at the Convention Center just down the street from the Wal-Mart on Tchoupitoulas. Needless to say many of the blacks staying at the convention center headed down the street to loot the Wal-Mart before returning to the convention center. Well, my guy was sitting there in the heat and humidity bemoning the fact that besides being miserable, on top of it all it was his birthday. "Really" said one of the sympathetic looters, who rolled up his sleve to reveal almost a dozen watches he had "liberated." "Hey man, Happy Birthday, take your pick!" LOL.
Jeff Teal: I haven't researched other cities. My impression is that the corruption in New Orleans is dumber and with smaller stakes since NOLA is poor for a major city.
You do want to watch it if you visit. New Orleans, in spite of its carefree, colorful feel, is the murder capital of America and has a crime rate much higher than the rest of the US.
Please understand I love New Orleans. It's one of the truly special places in America. But I'm not blind to its defects.

I used to live Uptown several blocks below Audubon Park. New Orleans was a great place to be young except for the finding work part.
We used to live near there, and had a friend with a condo there. We would spend some time there but you could not park your car without a vagrant confronting you, demanding money to not vandalize it. New Orleans is the American city that is most near a city in a third world country. It reminds me of Manilla.
Boulevard Bob: I've been here since Hurricane Katrina bringing with me a service truck with a welder on it and allll the tools to repair equipment being used to "Clean-up" this Filthy Rotten,, Lootin city. 3 trucks in 6 years stolen. 1st theft of a truck, police said; "Welcome to New Orleans"! 2 trucks later and the theft of allll my equipment/tools, I'm stuck here trying to live on my SS Check... I should have at least $250,000 in my pocket... Instead, the looters have it up there nose...
BTW, my second wife went there for Marde Gras and never came back.
Boulevard Bob: Everybody lives behind bars here. If you have a airconditioning unit, you have to put it in a cage so as the looters don't steal it. A AC condensing unit outside has to be caged so as the looters don't steel it. A open pick-up with a piece of snaught in it sill be stolen so as the f-in looter can sell it to some unsuspecting visitor at some historic piece of snaught and get $10 for it at the corner of Galves and Canal......
The high Sheriff is now complaining about lack of funding. What a joke. He was Sheriff prior to Katrina and he did nothing.
Whatever you do, don't let anyone ever take you to the New Orleans parish prison. It is a place to go and die.
IIRC Louisiana is the state with a high firearm homicide rate and less restrictive gun laws. It seems New Orleans skews the numbers (firearm homicide rates are higher in states/cities with very restrictive gun laws).

I know that New Orleans has gotten worse since I lived there in the seventies.
While I visited an old friend there in 2000, he -- a local of thirties standing -- was robbed on the street near his workplace.
Ok... maybe the red sox club house was not that bad then.
Visited there in October.Stayed on the old Naval facility on the west side.Used the ferry every day.Walked everywhere except parked my car at the park and ride lot.No problems.Last time I visited was 1976.The food isn't as good as it used to be.Places I used to love were destroyed in Katrina and they have "come back" as Bourbon tourist traps.Sad,man,sad.
Great food at Arnaud's though.Actually got a non-res seating at 9pm on a Friday night.And while there is a certain urban standoffishness the people reacted to a polite attitude with Southern charm unlike Boston,Washington,Baltimore or anywhere in Cali. Got the same reaction when I visit ATL or Miami.Not so much in Orlando.
