Except they won't need to bother with disguises - it will just be a political thing. (and those of us who voted for Romney will be to blame).
Seriously, this could be devastating - a real apocolypse. Whole areas that are already impaired - no electric, no transportation, weary citizens, law enforcement resources stretched to the max, etc. Wonder who is equipped to handle something like that -the military? The President? Will the damages rise to those already caused by the storm?
Crossbows are nasty. I once had a patient, a landlady who had a dispute with a tenant, who was shot with a crossbow. Right through her heart and liver. Nasty. If I were those guys pounding on the door at 1 AM, I'd be careful.

But for regular home defense, a pump action 12 guage is quite sufficient for most situations, and NYC residents can buy them.
If you are liberal and have no guns, or even if you do, home defense does not start with firearms use. It starts not letting black thug looking people into your home at 2AM "cuase We's restoring de power and needs to come in to check yo wiring". If you have 911 service and are doubtful, call the cops and ask them to come and verify the people at your door aren't home invasion thugs or looters... And don't say you called the cops. That betters the chances of the cops bagging the thugs if they arrive in time (which is sketchy at best, particularly when cops are tied up in a disaster).
But if you shoot black thugs in NYC, be prepared for serious legal and lawsuit possibilities, even if they are shot inside your house. Their lawyers, the family lawyer's will be all over you. NYC is the home of the ACLU and Al Sharpton.
Switching from the Rockaways to Staten Island, you've probably heard the tragic story of Glenda Moore, whose two little sons were swept from her arms and drowned after her car stalled in flood waters and a heartless homeowner refused to let them inside. It should come as no surprise that her story is more full of holes than a block of Swiss cheese.
While the country extended a tremendous helping hand to Louisiana and the South after Hurricane Katrina, there were plenty from the north who made negative comments, casting aspersions on us Southerners. I certainly don't wish this sort of worst side of humanity on anybody, but it is a reminder that no region or area of the country is inherently better, superior, or more civilized than any other area of the country.

My lawyer says however, it's better to shoot him. Fewer versions that way.

But in NYC, with gun control, most people are at the mercy of a gang. One or two people can't fight off six or seven. But with a good gun, they have a chance.
And that is the big difference. The 2nd Amendment is not about duck hunting!
My brother works for the NYC watershed (upstate, at a large reservoir that took our original town in 1909 -- and the grievance has been passed on thru the generations). He was in the thick of it during last year's Irene when large parts of Ulster, Delaware, Greene and especially Schoharie County were devastated, and now he is working in Queens, supervising a crew who are cutting trees, etc. He's in the union and has been an ethical public servant, safeguarding our beloved reservoir and the city's water supply for 25 years, on call 24/7. He's not a loudmouth union advocate and neither am I, but I am proud of my brother for the work he is doing and praying he stays safe.

I lived in Southern California in the '90s. If all you had was a pistol you were seriously outgunned.

They are certainly nasty, but, they also have a very low rate of fire.
Therefore one person with a crossbow has a dilemma when facing multiple threats, as most of your deterrent will be gone if you actually shoot it.
