Another great thing about Clinton: he knew a loser when he saw it. Gays in the military: stupid decision, at the time, and he worked with the military to fashion a compromise. Universal healthcare: dead in the water, and he backed off.

As far as the Congress, I agree with you that it is an unmitigated disaster whenever one party controls the Congress and the presidency. There's an analogy here with political stagnation of one-party rule and economic stagnation with the government outlawing the free transfer of goods, but I'm too tired to write it, and I doubt I can help you, anyway.

What passed and he signed wasn't at all what he campaigned on--he wanted to spend more money, create more programs. Now they're using SSI to fleece the taxpayer, since AFDC is so limited.
Kowtowing to China was probably Clinton's biggest economic error, but most Repubs did the same. Lower trade barriers are a good thing, but it has been too one sided. They still have huge tariffs on imported autos, for example. High tech went to them that shouldn't have, too. Getting China to buy our debt hasn't been a good thing, it's just delayed the reckoning 'til we're deeper in the hole.
Clinton, like Reagan, was damned lucky, which covers a multitude of sins.
