The Legislature’s nonpartisan budget office found that 2011-’13 budget bill would bring the state’s tax revenues and spending commitments into balance for the first time in more than a decade.

The Legislative Fiscal Bureau also found that the budget bill would cut taxes by a net amount of $23.6 million over the next two years. But state fees would increase by $111.3 million, with most of that increase coming from an annual boost of 5.5% expected for tuition in the University of Wisconsin System expected over each of the next two years.?

I thought the Governor couldn't dictate to the Legislature how to conduct its business? What business is it of the executive to dictate how, and on what schedule, the legislature accomplishes its affairs?

This budget will be passed by the time the recalls hit. There are Dems running for these seats that voted for the $3.8 trillion Doyle deficit budget and voted against a $300 million surplus budget. The campaign ads write themselves, especially in recall districts that lean GOP in the first place. GOP senators can go into the recalls heads held high with a major accomplishment to hang their hat on.

You'd think past County Leaders would have worked successfully to trim that."

County Exec Walker did get that trimmed significantly for new hires. Federal law and the county board wouldn't let him take on people hired before 1985, which are the people cashing in today.

Unfortunately, existing law severely restricts what County leaders could do to address that problem. On the bright side, it did earn Tom Ament an early retirement.

Well I supported Scott Walker but I always though this promise was idiotic. Not only does it create an incentive to drag out the process pointlessely, but it is, as I knew all along and the Supreme Court has just confirmed, impossible to limit the operation of the legislature by statute. It was a promise that was by definition impossible to deliver on.

Every governor has to balance their budget. Every Wisconsin governor in history, in fact, has done that. Without threatening to call out the National Guard.

Tosa's figures include 636 million over three years from tax revenues thay had nothing to do with.

You'll have to go somewhere else than the MJS to find out what's exactly in the budget.

Here are 411 million fund raids Tosa was worked up about.

Here you can see 338 million borrowed costing 89 billion in interest

No. Read the whole thread. Calypso Facto called the State Journal the Democrat Party's mouthpiece as a way of reinforcing another point. garage disputed that claim. You appear to agree that garage has proven his point.

Which I presume is related to this:

Democrats railed against a reduction in tax breaks for some who qualify for the federal Earned Income Tax Credit and poor homeowners and renters.

Brings up interesting discussion re:tax cuts. Can I assume that upper income people also lost some tax breaks/credits?

MadMan, not picking on you but this statement is very interesting and brings up a recurrent political theme of late: who's fault is it really?

Sometimes in the middle of a resuscitation effort for a cardiac arrest, someone will ask "How did this happen?" and if "the wrong response" comes an argument over who/what caused the arrest will ensue DURING THE RESUSCITATION!

(Again MadMan not picking on you) Who cares who started the deficit, lets get to work resuscitating the patient. And for my Democratic friends, before you raise the tax issue, please show me where raising taxes has lead to reduced deficits.

We can talk about tax increases once we can demonstrate consistent and real expense reduction.

Can't fix the problem? Then don't take advantage of the situation and stay away.

I know, I know, I know, I ask a lot: Politicians avoiding running for office if they can't fix a problem even if polls tell them they'll win.

I willingly concede that a change in leadership is frequently necessary. Too bad the forces that make the change necessary also impel the least centrist of a candidate to victory. But that's a problem with a 2-party system.

The point you're missing is that Walker didn't fail. He balanced the County budget and held the line on properly taxes despite the pension obligation. He did just what you suggest.

If you think he failed, just remember that he was the first Republican to be elected County Exec. He was then able to win reelection in a area dominated by Democrats.

The reality is, Milwaukee County is legally obligated to pay the pension enhancers and Walker found a way to manage that obligation. That is why he is Governor today.

My grandparents (German) on my mother's side (we also have a cabin in Old World Wisconsin; one of the original settlers in Saukville) had their own grocery store in Milwaukee, who made some of the finest sausage and smoked meats you could find (oh, the memories as a child), and my grandparents on my father's side came over from Germany after WW1, and he worked at Pabst until he retired. Beer and sausage IS my heritage.

You're lucky, Ken. You're in a "pocket". Enjoy! :)
