In a thugocracy, following your predecessor into jail is the norm. Big cities often have gangs with multi-generational lines of members incarcerated. Chicago is special in that one of it's gangs runs the state.
If politicians went into the same prisons as armed robbers and dope dealers that "profession" might straighten out some. Instead we get the same two tier system they apply to everything else.

Small potatoes. What's really needed is a trillion dollar slush fund. Now that's OK, as is it is OK to give millions in redevelopment money to your big donor, who helped make your home work.
Too late for deal-making now, that ship has sailed and is over the horizon. Whatever bargaining chips either side may have had going in are pretty much gone post-conviction.
