I thought this was very odd. "Gulag" came to mind.
From what I've read, it's getting that way. Given the dynamic of big-city states, if Detroit is so depopulated, could MI slide into the R column in '12?
I looked at the transcript. The airhead news reader who hosts Meet the Press (David Gregory) had no follow-ups for Bloomberg on this. He just went straight on to the next subject.

I know! I heard that too, and thought it was crazy. Bloomberg poses as Mr. Reasonable, and then he comes out with something like that.
Big business folks know that immigrants are (on average) great workers.
I've often thought that they could save this country from the demographic problems down the road. But, for some reason many working Americans are afraid of the competition.
"Come, come, dear immigrants! We've made this beautiful ghetto, er camp, er... opportunity zone for you!"
I think you're looking at it the wrong way, Freeman. The immigrants would jump at the chance, and be lucky to do so, but I think there would be rampant problems, such as racial tension (I think Detroit is about 80% black) and possible mafia rule from the immigrant side. But in the long run, there would be warm bodies producing capial/taxes and preserving an historic city.
But the $64 question is how in the world can we re-establish our manufacturing base. Or are we to make money another way, in the future? Or are we the equivalent of an inner city, left behind in the backwater of progress?
It is nerve-wracking when the President makes a sudden announcement that he's breaking in to make remarks on television, and then he's ten minutes late.

I used the scientific approach. I did a match.com search for Detroit and came up with plenty of women. Maybe the men have gone missing.

I'm coming to the conclusion only someone willing to ignore the usual screams of, "Racist!", will be able to take down Little Zero.
