The Madison Police are right. Crimes are lines we cannot cross. Non-crimes are outside of those lines. Getting the arrest of your political enemy for something close is the oldest known abuse of criminal law.
I don't think he was actually suggesting someone try scattering bullets near a mosque, he was just saying that if something like that happened, it would be a huge deal that would be fully investigated. It certainly wouldn't be shrugged of as "found property". The point being that there is a blatant double standard at work.
