Okay. Explain how destroying property does that.
Al Qaeda is more of a brand than an organization. You don't have to do anything to "join"; you can just say you're part of it and if you're serious other parts of it will eventually get in touch with you. It's not all orchestrated from bin Ladin's cave.
This guy probably hadn't got to the point where he would get much from al Qaeda.
I suppose it's a bit like identifying yourself as Republican or Democrat. Even some people who don't even vote do that, but you're not going to get money or help from the party organizations unless you start doing a lot more than calling yourself one.
In the case of al Qaeda, there are many fragmented, independent organizations that know how to get in touch with each other and how to help each other with money, weapons, training, and contacts.
But people can and do "act alone" in the name of al Qaeda.

It is ironic that one of George W. Bush's responses to the 9/11 attack was greatly to increase the number of student visas available to Saudis, in line with his "Islam is a religion of peace" mantra.
In effect, Khalid Aldawsari entered the United States under George W. Bush's sponsorship.
The visa program was opened up at the insistence at least in part by universities--Saudi princelings or their wards pay huge tuition costs easily.

I don't know exactly where phenol fits into the bomb-making, but sulphuric acid is commonly used in batteries and I imagine most folks now know how to use fertilizer and diesel fuel to make a bomb.
I think it would be useful for the gummint to publish a list of bomb-making chemicals so that an innocent person could be forewarned.
And while they're at it, they should publish the list of obscene words and fighting words, so that we all know what to avoid in our dealings with gummint bureaucrats.

One of the best ways to remind yourself of something or transfer items from one device to another. Common practice.

I believe they long ago sent warnings to the sorts of businesses that would sell anything that might be used to make a major explosive or other terrorism device to be on the lookout for suspicious customers. For example, I suspect that buying large amounts of pesticides when you are clearly not a local farmer will result in scrutiny.
He was acting alone but he was sponsored by the Saudi government and Saudi businesses. (A Saudi industrial company, which was not identified in court documents, was paying Aldawsari's tuition and living expenses in the U.S.*)
I would think that he would have to be pretty well thought of by someone to get a ticket to the U.S., a nice apartment to live in, tuition and books to colleges, money to buy bomb making materials, a Hundai to drive around in, does that sound alone to you?

This is the real deal. He was a ChemE student who already had the Sulfuric and Nitric acids, and gear. He just needed his Penol to make TNP (i.e. Picric acid) a highly unstable explosive more powerful, but easier to make than TNT or RDX. serious stuff.
