That animal looks like an ordinary Dutch Belted calf. http://dutchbelted.com/ Miniaturized versions of large stock take some time & effort but the process isn't rocket science. The Dutch Belted are rare enough over here to cause comments - but $30,000? "Panda Cow" might be good marketing, maybe, but who wouldn't rather have a new car?
I'm glad someone knew the breed Dutch Belted... I was just going to say something general about the color pattern not being rare but known in a variety of mammals including cows, pigs and mice.
The miniature cow part is the hard part. I don't particularly approve since mini-animals tend to have medical and reproductive issues, but a cow would make a decent pet as far as "liking to be near you" goes.
