You would be wrong. AG Jerry Brown did the nose thumbing. In CA the AG is an elective office and independent of the Governor. The AG is the chief law enforcement officer, not the Gov, who admins the Justice Dept and chose not to appeal Walker's stay.

So I'm not sure what point you are trying to make in that context.
