If you mean "steal" literally, no, Outback Steakhouse didn't steal the song. Of Montreal sold Outback Steakhouse the right to use the same music with different lyrics. If you mean "steal" loosely, as in, the song was stolen from the fans because it was tainted by being used in a commercial, then yeah, arguably. But the band deserves the blame (if any) for that. The bandleader, Kevin Barnes, argued that the sale was good for the fans because it paid for the band's tour.
Another awful confection presented to us by Ann - musical taste is definitely not your strong suit:
It was all good until those faggy vocals started (Are we ever going to be done with these half-men?) leading to a chorus that's beyond weak, weak, weak - the lyrics make no sense and the music doesn't even change - all of which makes me wish Of Montreal actually didn't exist.
Now that I got those kids off my lawn, I'll point out that much of the stuff that appears to be out there now is just more yuppie/quirky/hipster junk. Is there anything recent that's a) in English, b) non-electronic, c) has a folk component (rock or metal) and d) doesn't have those characteristics?
Without the video, there is absolutely nothing about that song that can be called, "bright and sunny, delightful". It ain't some new version of "Don't worry, be happy" nor a modern "Brand New Key", but just some wimpy guy droning over under-done electronics about "cold, grey, gloomy and rainy" Antartica - ooh, that should warm you up, good.
Saying "Let's have bizarre celebrations!" ain't the same thing as actually creating one - even the jackass singing the song knows it's only a suggestion. There ain't enough imagination, or talent, in "Of Montreal" to actually pull it off in song (y'know, their supposed job) so they're letting the video fill in the blanks. Go ahead, "keep it in heavy rotation throughout the rest of the day!" to get that loving feeling:
