The state flag in the first photo appears to be that of Missouri. Close as I can get without wasting a lot of time doing photo analysis of the building stone.

That building stone bugs me, especially the trim. That stuff is almost identical the the Triassic red-beds of the Connecticut River valley, which they use for building stone all over southern New England and eastern New York.

In which case Albany is quite believable, opening the possibility that the flag is actually a Dutch flag -- Albany was settled by the Dutch and this is the 400th anniversary of Hudson -- possibly flown in violation of protocol beneath the Stars and Stripes.
