A meltdown implies (to me) a dramatic and sudden loss of functionality. Anger, sure, but also grief or complete shock (not a sudden, momentary surprise, but one the person doesn't recover from on the air).

Yes, a meltdown of extreme politeness would be amusing to see...
Meltdown implies heat. I say anger is required and angry meltdown is redundant.
When someone has a big laughing fit, you don't call it a meltdown.

It can also imply liquidity. If a personal suddenly broken down into sobbing and nose-blowing, I would call that a meltdown.
