I read the whole article and I still don't know WTF they're talking about. You hadda be there, I guess.

When I read your headline I thought "layer" was going to be a typo for "lawyer." I had no idea how to account for the "creamy" though.

I still don't.

Amba: I know. Speaking English is not enough here. I think it has to do with the scope of hereditary privileges.

We use "cream" in a metaphorical way to refer to the elite. The cream rises to the top... Not a good image for inherited privilege though, as it seems to me to represent meritocracy.
