Even if it's not a congressional subpoena, companies often cooperate with these sorts of informal requests, even if dumb, just to avoid provoking legislative retaliation. I mean, that's the thuggishness, I suppose, but that thuggishness is just the background thuggishness implicit in any act or request by any government official.
