Sure my memory is faulty but I’m certain that I have seen him in a suit before, and thought he was on Capitol Hill.
FWIW, he still looked sloppy with his top shirt button unbuttoned. But it's an improvement.

Fetterman absolutely has worn suits before. He does so, for example, for the State of the Union and other joint addresses. He also does so for certain committee meetings where there's a dress code, and he has done so for certain floor votes when there was a requirement to do so.
While I personally dislike short suits (actually, including on women), they're probably better, aesthetically, to me, than sloppy or casual wear.
It pained me to type that.

In recent years, I've been to funerals where people were very casual, even sloppy, and there were more bright colors than subdued ones, let alone black. Once that happened for a third time, I decided that the barn door was wide open and the horses long gone.

My son is 26. He owns a suit, and, honestly, it's a mission of my mine to make sure he always has a well-fitting one and a sports coat and nice dress slacks. (I tell him that's what he gets for having an older mother.) He tells me that among his friends of his age cohort, he's about the only one who has a sports jacket, let alone a suit. More evidence of barn door and horses.
Son wouldn't be caught dead in a shorts suit (although he wears shorts all of the time). I take comfort in that.

…where I officiated last year I was warned by the bride there would be some overalls and worse but everyone stepped up- the youngsters nailed it and for the old guys mostly suits but clean and pressed shirts. The guy tis the costume designer from Broadway, well, you know, 80s club kid but he did change into it for the wedding so I suppose it was special…the women needed no prompting- a plus…

I've only seen 2 people wear shorts with a suit. Both in the 80's. One was in AC/DC and the other was an MTV host at spring break.

As for mens shorts, no one should ever wear shorts with a suit. As a full time shorts wearing Floridian, I can tell you that no one here would ever go outside wearing a suit with shorts. Heck...this time of year, in this heat, you can't even find a man wearing a suit, unless he's a General Manager of a luxury hotel.
Ann from Wisconsin cannot get her head around short pants, but if Ann from Wisconsin lived here along the Gulf of America, Meade would be running around in lime green shorts on a daily basis. And she'd think it was cute. Or...madness.

Women get a lot more choices in sartoria than men, with good reason. Just look at professional golfers: women can wear shorts, longs, pedal pushers, skirts, even dresses. And they look good in all of them. Men get one choice: longs. That's because men look better when they're mostly covered up.

…yes I’m grateful when golf weather is long pants, mostly because club dress codes require shirt tails tucked in…even with shorts. Nothing more perplexing than an old guy with a gut and his shirt tucked in to his shorts confronting a young guy about removing a golf cap indoors or tucking in a fitted polo…

1. What an image. I could emulate Drew Barrymore.
2. The guys of Wisconsin tend to wear shorts not just to avoid getting hot but in spite of getting very cold. It's a year-round thing.
3. I'm pleased that you remember Meade's green pants, a highlight of our courtship.
4. I've always had a few exceptions about shorts, including if the temperature is high enough, maybe in the 80s and you're actually going to be outdoors.
5. It was never a rule, just advice on how not to ruin your sexual attractiveness by looking like an overgrown child.

I can see him in traditional Viking garb.
On the surface Fettermann is a clown. But on stuff that matters he's in the mainstream of the US senate. He's even faker then the "Maverick" was.
The whole idea is mind-bending, suits cut with shorts. My God. The principle of shorts is that it's hot - so let's add an extra item to get that SPF up ! Here, have a vest to go with it, you have to layer up in this heat. Now, never mind about that long-sleeved jacket, why we'll chop the sleeves off that baby, too, it'll contrast nicely with those wide lapels. Here, have a loud tie to choke yourself with that tight collar, it's only 98° - in the shade. But now all the men are doing it, now.
