There is is nothing wrong with violating these codes as long as the laws of physics aren't violated. Of course, none of that can be found in any of the evidence presented.
All of this assumes that Trump actually said this. So far in his 4+ years as President suggests at least a 50% chance the "quote" is pure bullshit.

Violating codes is wrong. So nobody “violates codes”. What you do is “take exceptions”. Perfectly acceptable, just be prepared to argue your case convincingly. Building codes are regularly updated every few years and old “exceptions” become new standards.
Most things Trump says fall under "If you read it in a biography of a President pre-1970 it would be presented as colorful, a cool story."
Half of all controversial statements by politicians, athletes and other well-known people become "colorful anecdotes" with age.
I am opposed in principle to ignoring fire and safety codes, how er I would Ike to know precisely which regulations the proposed ballroom will violate before I get exercised. I have an advantage of you ignorant folks who cannot begin to imagine how picayune the DC code is or how labyrinthine the process is for gaining approval for anything in DC. So I will wait for details.

I spent 40 years as a personal injury and construction defense attorney litigating many, many cases in which one of the main matters at issue was whether the structure in question was or was not in compliance with the many and various codes which might or might not apply. There is always considerable disagreement about what versions of ever-shifting and overlapping codes apply. For example, because the CT legislature hadn't passed any legislation updating the "State Building Code," and the state building code generally adopted an older version of the International Building Code, along with various other fire, safety, electrical, HVAC and other authorities, with exceptions and exclusions. The formal "code" was typically 10 or12 years out of date. Local authorities either enforced the "codes" on the books or used "discretion" to approve structures which were not compliant with the codes on the books but were consistent with the newer codes. "Experts" would provide "opinions" on what code provisions actually applied, what code provisions could be disregarded as "outdated" and what "the code" actually says. It's very hard to pin down.
"I am the code" pertaining to The White House is as good a policy as any, and helps move things along (which I am confident that Mr. McCrery agrees is a good thing, right Mr. McCrery who is not just trying to throw whatever monkey wrench he can into the works?)
What are they going to do--sue him?

He's not picking this fight. He's just trying to get the ballroom built. Others are picking fights to get in the way. When Trump picks a fight, he generally lets you know about it.
