You know, this hits on an important concept — return on equity, with equity used to cover unexpected risks. A proportionate response is a cost of doing business — think of fraudulent use of credit cards, vs the return on card issuance, use, etc. suppose one player has a disproportionate response and that the disproportionate response is factored in. You have increased costs — lower ROE — for whoever provokes. Should result in a reduction in provocation because the return on provocation is lower. I never thought about this before today.
