The Constitution allows one representative for at least 30,000 constituents, so we could have about 11,000. So why not expand from 438 to 1,000 or so (not married to any particular number)? For those who think the Senate has to many votes in the Electoral College, this would dilute that. All 1,000 districts would be newly drawn, & there would be no true incumbents & at least 562 new faces.

Beasts: the existing Congresscritters would resent being diluted, but the parties as a whole might rejoice at the chance to have even more seats, with the accompanying budgets, etc.
It would make lobbying more difficult, but that could backfire and just give more advantage to huge interest groups that can afford even more man-hours, dinners, etc.
On the other hand, with a better rep-to-repped ratio, ordinary people will have a better chance to get their Congresscritter's ear. Could be more like British MPs' 'surgery,' where they sit and take complaints from all comers.
