They are exactly what is wrong with men in shorts.
If one problem with men in shorts is that they look like toddlers, how is not dressing for the weather exactly what a toddler would do?
Shorts are always acceptable if one is engaged in sports. These men look as though they are or have been, so they rightly get a pass.
Also, no visible leg tattoos. That is an automatic disqualification in my book.
A few years back in New Jersey, a couple of mail carriers made a friendly bet about who could go longest wearing the shorts that were part of the summer uniform. It was a mild winter and both made it through. By the second winter, it had become a known thing, turned into a charity drive, and local cause célèbre.
Then the boss man stepped in and made them put their pants on.
Looks like they are coming from or going to work out somewhere. When I was still running, I would wear shorts right down to 15 degrees Fahrenheit in Connecticut in the Winter. Below 15 I would just go indoors to run on a treadmill.
I will hopefully wear pants twice more in my life, my daughters wedding and my funeral.
Shorts are fine, when engaged In exercise. I used to run in shorts in the winter. Very invigorating.
So much for cruel neutrality!

Marathoning in winter(NYC) and training in 10 degree weather always wore wick sweat removing shorts and tops,nylon gloves as I got older Renauds would affect my hands,Tights felt nice early in runs but would become restricting and too hot after hours in a race. Even Boston in April could get very cold laying in tent in Hopkinton before start.I raced in temps there from 40 to 80+ in Boston Marathon you would never know what you were gonna get

These two look like your typical college bros that almost always wear shorts. Only part of their uniform that is missing is the baseball cap worn backwards.
Early 1960s, roomie and I wore shorts on 200 meter stroll to class one bright sunny morning. Not a breath of a breeze. 37 below. Trick is; take it slow. A guy we knew, ran about same distance one night, as fast as he could, after hard workout in gym. Ended up in hospital with damaged lung.
Laramie, Wyoming is no place for sissies (either sex) in January and February.
I'm guessing these are Marine Option UW NROTC guys, perhaps a Gunny and a Lieutenant, returning from early morning workout. They look fine in shorts. OOrah.

Reminds me of the 70s Catholic HS uniforms, knee-highs with short skirts, years before Norma Kamali invented the down-feather midi-length "sleeping-bag" coat. Those were long cold walks to/from school. Shivering now, just from memory.

I was happy until about 20 degrees F provided no strong wind and core warmth. Being in the south softens a man to the cold. I've acclimated well to activities in high temps, though. Good trade? You decide...
It has to be below 20 degrees to get me wearing full legs on a run.
The only thing that really matters is your core. Pay attention to how much insulation is built into the shorts.
I will caveat that running barefoot in freezing weather is interesting. Frozen water is way easier than melted water.
I grew up in upstate NY in the 50's and 60's and until my senior year we girls were required to wear skirts to school in an area where temperatures were frequently subzero. I am still resentful.

Look, if you are going to have so many exceptions to the rule, why have the rule? Real men wear flip flops in the snow like I did in college.

Shorts I understand in 20 degree temps. But wear a hat.
@Achillies, Assistant Village Idiot posted a video a few days ago with a physicist explaining our common understanding of why ice is slippery is wrong. Slipperiness doesn't come from melting the ice but pressure disturbing the crystal structure of the top of the ice. Softer footfalls should create leas disturbance so less slipping.

I wear shorts nearly year-round, but if the temperature dips below 55 degrees, the jeans come out. I dress for comfort in the Florida heat AND the occasional Florida cold. I had to wear jeans two days in a row last week.
Norwegians. I have lived around them. They don't sense temperature.
