Some of that support is very helpful; some "help" is in the form of directives and oversight that hobble law enforcement and take a lot of police off the streets doing redundant, stupid federalpaperwork -- hundreds of police in places like Chicago and Los Angeles.
The larger problem does lie in the courts. And the problem with both courts and police command (not working officers and detectives) starts with the law schools and political ("merit") promotions. Too much power accrues with organizations whose members are local police executives but whose masters are federal, such as Police Executive Research Forum and National Association of Chiefs of Police.

I was sent out once to knock on doors in Techwood Homes to see if there were any twice-felons under 21 who could receive a prevention grant from the city to learn how to produce rap videos.
Sadly, my boss had waited for a day before deadline and I couldn't rustle up enough felons. So he lost half the grant and tried to sue the city for race discrimination, though the Mayor and he were both black.

I will give you a loose example with some made up numbers that will demonstrate how something like this works because you are too dumb to come up with it on your own.
Trump has 1.1 trillion dollars to cut with 3578 line items in a 2057 page budget.
He told Noem to work on the 472 line items worth 247 billion dollars in the Homeland security budget.
Noem cut 84 of the 472 line items to get to 61 billion in savings.
Hochul got mad that some of those cuts were for her line items. Made a fuss.
Trump reviewed the cut and decided to cut an ethanol subsidy instead.
It isn't hard unless you are a Biden supporter then you expect government to be as stupid as you are because the people you elect are obviously dumb people just like you.
Trump is a cancer eating at capitalism in the US. His actions have started a malignant growth that is yet to fully manifest with symptoms of inflation and reduced productivity. Once those effects are obvious, the damage done will be of a level that will take the country years to recover.
