I had to look it up. Keith Rowley is the prime minister of Trinidad and Tobago.
To be fair, I don't think the laughing President is calling the T&T pm "Latin American guy." I think he's saying he had a chance to talk to him earlier and whatever it is they talked about dispelled his conception that he was a specialist in Latin American foreign policy and nothing more. Apparently, he has some talents, though Biden doesn't say what would be interesting and easy to say: He's a volcanologist.
The next words out of Biden's mouth are "All kidding aside," but what was the kidding? I see Biden was laughing — he amused himself or pretended to amuse himself — but wasn't it a cover for forgetting the country Rowley was prime minister of? You don't kid by forgetting the foreign dignitary's country. And here Biden is performing in the theater of respecting black people: He's giving the commencement speech at Howard, and Rowley, a black man, is on the stage receiving an honorary degree.

To show you how far the setups by the dems/media go back, Dan Quayle was handed the cards to use for checking the kids spelling answers and the card had the incorrect spelling on it...and when Dan Quayle used it the trap was sprung.
The media flooded the zone and Murphy Brown's next episode, within days of the event, cemented it.
Quayle should have said: the card I was handed shows a different spelling.

Biden's short-term memory is gone. He would fail the standard neurological memory test where you are asked to remember a few words, and are then asked what the words were few minutes later. My father passed this test for a couple of years as the Alzheimers advanced, but he failed it the last time he took it. And my father could read out loud right up until he died. That is how Biden's team is fooling people, or at least fooling the idiots- they put him in front of tele-promptor, and he can read it out loud, but in any other situation, he can't remember what to do, or what has transpired just minutes earlier.
Biden needs to be removed from office by his cabinet and Congress. That this process hasn't already been done is a condemnation of these people. As bad and awful as she is, Harris' is a magnitude or two more capable than Biden is at this point.

That reminds me of that wonderful interview with Trump where he kept naming the words from his cognitive test. "Person, woman, man, camera, TV." Comedy gold (and I say this as a supporter). Biden for certain couldn't repeat the same five words in a row.

I've come to that conclusion as well. This presidency is a humiliation for the entire country. At this time in history, it's especially dangerous to signal to our adversaries that our government is incapacitated. Biden needs to be removed. Harris is terrible, but she's not demented. I just don't look forward to her cosmic speeches about time and space.

I am not sure if you have ever cared for a dementia patient, but imo you are dead wrong about this nervous laughter. It is a way of covering up his inability to remember what he is trying to say, it's like the "ah's", "ahems" of public speaking. Except an order of magnitude worse.
Transcripts are misleading. Watch it on C-Span and you'll see that it was a perfectly lucid moment. Well, nearly lucid. He's reading from dual teleprompters (which most likely had the country named) and ad-libbing with typical and overworn Bidenisms.
To beat this bastard we need to fully understand him and his weaknesses and exaggerating his senility and mild dementia may feel good, but dealing with him as he actually is would be a better approach with a greater chance of success.
And like it or not, given it's purpose, it was a fairly effective speech. His act sells to some demographics.
