He used a term no one should even consider using but apparently thought it could work because he was portraying other people as having used it and he's trying to attract offense and redirect it over to them. That's way too tricky a move, plus you are still causing the offense by reminding people of the insult.
He's "dismayed that my cack-handed attempt at humour." What is "cack" anyway? It's ca-ca — excrement. The OED says that "cack-handed" is only "perhaps" based on "cack." But "cack-handed" has always meant clumsy, going back to 1854. "Cack" is much older word, going back to the 1400s. I'll just quote you one quote from the 1500s:

This is along the same lines as the many New Soviet Democratical mayors who proclaimed their cities illegal immigrant "Sanctuary Cities" and then, as soon as a single bus or 2 showed up with Brown people, they declared an emergency.
Lori Lightfoot declared an "Emergency" when just 100 illegals showed up.
Bowser in DC declared an "Emergency" when just 200 illegals showed up.
Eric Adams in NY is already asking for federal help for the few hundred illegals bussed to NYC.
I remember "cack" being used in the HBO series "Rome", usually as an epithet.

the English Journalist sounds like a total dumbshit or should I say Dumbcaca. I assume he was saying something like:
"The labour party are the real racists. No doubt they are saying the Tuss Cabinet is the coconut cabint because its too black for them".
That he says stuff like "Hideously white" shows he plays the "DR3 card" and is a loser.
"Hideously white"? I suppose that's just "edgy"if you consider the government of India to be "Hideously brown" or the government of Nigeria to be "hideously black."

Britain and America are divided by a common language, so I remember reading somewhere. I knew somewhere in the back of my mind that cack-handed meant clumsy, like ham-fisted.
I recall reading in a book on WW1 pilots that a fighter pilot needed to have more finesse on the controls whereas a bomber pilot could be ham-fisted.
He thought it was ok because it was aimed at Black Tories.
I've never heard that term before. I wonder if it's similar to the insult, "oreo" that some people throw at black conservatives in the United States. (Accusing them of being black on the outside and white on the inside.)
Plus, these groveling apologies always remind me of the apologies that prisoners of war do for the propaganda videos.
