Of that grouping, H.W. Bush is easily my favorite. I am neither a flatterer nor supporter of politicians, and H.W. and I have serious disagreements, but his stewardship of American foreign policy is the best the US has seen in the 20th century since the era of Eisenhower. Kennedy through Johnson through Nixon through Ford through Carter through Reagan were abysmal in comparison to H.W. Bush and Eisenhower. He handled the end of the Cold War like a true elder statements, and his overview of the Gulf War was masterful. The neoconservative faction of the Republican Party loathed H.W. for his perceived anti-Israel/pro-Arab bias and went strongly for Clinton in '92. R. James Woolsey's appointment as CIA director in early 1993 was widely regarded as a campaign payback for such support. Nonetheless, neoconservative tended to be supportive of Clinton's foreign policy, including his meandering in the Balkans in both the early and late 1990s. his inconstant aggression against Iraq, and his unilateral bombing of Sudan and Afghanistan (to absolutely no strategic benefit). George W. Bush ran in 2000 on a "humble" foreign policy that did not involve the US playing world policeman. The shock of the 9/11 attacks resulted in him doing a complete 180. I think this is due more to Bush's uneven foundation than to any considerably thought out response to the attack. Ever since, the US has been stuck with this policy. The Republican Party apparatus did as much as it could to portray Obama as some kind of apologizing, bowing harbinger of American decline and depredation. But the truth is that Obama took most of the George W. Bush policy and doubled down on it. Neoconservatives in the Age of Obama delighted in pointing out Obama's continuity in the programs they advocated for. Obama took Bush's "kill or capture" program and whited out the "capture" part; they vastly increased the drone campaign in which robotic planes piloted from places like Las Vegas shot missiles at people and killed them and anyone who had the misfortune of standing nearby them. And this was all due to the yay or no of a single man, based on secret intelligence gathered by secret means. Obama was so desperate to fight against the stereotype of liberals being weak on defense, that he had to augment his criticism of Iraq with his support for more aggression and war against Afghanistan. It was the good or right war, while Iraq was the distraction, as their argument with. This led Obama to appointing Petraeus in charge of Afghansistan and surging as much as 100,000 troops to the cause. As soon as there was a temporary reduction in violence, it was used as a pretense to withdraw. And therefore, we would be withdrawing with our heads held high and there would be no damage to our credibility. This is the exact same thing the George W. Bush administration relied on to draw down in Iraq. Ultimately, the surge, as defined by its own objectives, failed. But it was a political success. That people cannot distinction between those two facts is a major cause of partisan divide in the world today.

I have made this argument before. The first Gulf War was a result of a clear case of unwarranted regime range in Kuwait by means of a cross-border invasion by a neighboring military power. A Chapter VII resolution was passed by the Security Council, and a multilateral force (including neighboring Arab states) was organized. The operation had a limited objective, and it was achieved at relative little cost. I disagreed with a lot of the post-war policy. That has absolutely nothing to do with the vague, meandering interventionism the US has followed in Southeast Europe and the Middle East for the last 25 years.

I completely agree and am pretty sure I have made that argument in this very space. H.W. Bush would have been a much better choice for establishing a new world order, though he was awful on the immigration issue. Clinton's neocon foreign policy was a disaster and helped set the the template for Bush, Obama, and now Trump. He foolishly swallowed the unipolar kool aid. James Baker's realism would have been much preferable. That Jeb! was reprimanded for and had to walk back having Baker on his foreign policy advisement team is a symbol of just how far the rot has grown. Ironically, the success of the Gulf War had its own unintended repercussions, leaving many US foreign policymakers with tremendously unrealistic expectations about what US military might can accomplish.

Bush did make the decision to deploy troops to Somalia, though Clinton doubled down on that foolish endeavor. I am also not so sure Bush, Sr. would have pursued the same foolish path against Iraq that Clinton did in the 90s. Clinton laid the groundwork for Bush, Jr.'s fateful decision to engage in that stupid war.
