A spokesman for the Burke campaign told BuzzFeed News an “expert” named Eric Schnurer who also worked on the other campaigns as responsible for the similar text, a case of self-plagiarism.The problem of plagiarism isn't just the loss (if any) to the person who wrote the text. It's also that the taker feels a need for that material. So even if Schnurer was only cutting and pasting his own text and thus doing himself a favor, avoiding needing to do additional work, there's still a question of why the candidate was not the source of the ideas that were being presented in her name.
The Milwaukee Journal-Sentinel reports:
Burke said Friday that she made the decision to cut ties with Schnurer, suggesting that his work fell short of expectations. "The language is not the language that should have been used," Burke said.That reminds me of that scene between Mr. Leland and Kramer in the "Seinfeld" episode "The Bizarro Jerry":
There are no payments to Schnurer or his company listed in Burke's campaign records. [Burke spokesman Joe] Zepecki said Friday that Schnurer was a subcontractor and as such could not be fired.

I don't think this is true. It just depends.
For example, I would expect Mitt Romney to be an expert in all things business/economic related, but not when it comes to the military. I'd expect him to rely heavily on the military advisors for such things, although in hindsight he seemed to have educated himself quite well in that area.
But I'd be shocked to find out that Romney's positions were plagiarized and the plagiarism was done by a subordinate he contracted his own positions out to. I'd expect that if I read a Job's Plan from Romney, they were his ideas. But if I read a Military Strategy, he was basing it off of advice from military advisors.
This goes for Burke. Supposedly she is a Mitt Romney type, or so I've heard here and a few other places. Her qualifications appear to be in the business area.

I have not problem with a politician relying on subordinates for portions of their work. She is running for chief executive, not chief wonk. Her job will be to delegate most of the executive branch responsibilities to subordinates.
Having said that, this is an example of her ability to delegate work. She choose someone to do the work, they did a poor job, and she didn't catch it.
Also, jobs is such an important topic that she should have been going over the plan, discussing and debating and hammering out all of the details to insure that this was the best plan her team could come up with. It seems like she did none of that.

The best plan for a state's economy is to keep taxes low, regulation minimal, and enforce the laws fairly. To believe that government programs can aid the economy is to believe that politicians know more about business than people in business do.

There are contractors who build hotels, stadiums and shopping centers. They do not need to hammer the nail or thread the pipe, They hire competent sub contractors to do that, and they make the decisions and take the heat, or the credit.

In politics lifting existing ideas and weaving them into a strategy is SOP. Lifting the exact text is a different issue and deserves to be called plagiarism.
Burke has touted her Wisconsin business experience and educational credentials. It is disappointing that her campaign tosses out ideas (and text) crafted for other states without making an effort to shape them specifically for Wisconsin.

I think you misunderstand the political significance of American negroes.
1 - The plight of black slaves was useful to the northern interests that started the Civil War, fearing that if the South were allowed to secede, the Southern Empire it would develop into would be more powerful than the New England it left behind.
2 - Having subjugated the South, Northerners were content to let the negroes languish under Jim Crow, until their plight once again became useful, this time to a coalition of socialists eager to use it as a justification for a vast expansion of federal power.
3 - While negroes are still useful as voters, and accusations of "racism" can still be useful in the politics of personal destruction, negroes are becoming an embarrassment to the socialist coalition. The utter failure of a host of federal programs to reduce the violence, criminality and poverty of negroes makes it harder to argue for the expansion of those programs. Illegal Mexican immigrants are a more presentable poster child for the politics of white guilt and identity entitlement, and a faster-growing voting bloc as well.
The upshot is that we now have our first negro President, and he will likely be our last. BTDT. White Americans are beginning to realize that we will soon be merely the largest minority in a nation of jealous minorities. Mexicans can barely be bothered to hide their antipathy to negroes, and Asians are starting to realize that affirmative action is a gun pointed at their children.

I have no doubt that most of Romney's foreign policy positions in the last campaign were generated by his national security team. But then again, he formed the team and told them what he wanted, and they presumably would have formed the nucleus of his foreign policy team as President. Burke is punting. It's not her plan, because she has no personal involvement with it. It's not an accurate description of what she would do as governor. It's not written by the people she would appoint to implement it. It's just drivel.
Here in Vermont they like to do things like cut the budget for keeping the roads clear in winter, which only helps people trying to drive to work in order to, you know, pay taxes, to use the money to pay out to people who don't work. The first storm after they put that policy in effect, there were three injury accidents within a mile of where I work during one morning commute.

Maybe Burke's attitude here is much too capitalistic for government work. While it certainly helps if a candidate running for an administrative office has considerable experience in business, the Obama presidency should hammer that idea home for all time, one shouldn't think the two are interchangeable. Business is not government. Government is not business.
All businesses have an overarching policy (please, let’s not use the hackneyed term mission) and it’s to make money. If the business is manufacturing the policy is to manufacture something that somebody will buy at a sufficiently high price that the business makes money, in Burke’s case it’s bicycles. (She didn’t actually run the Trek company, but for argument’s sake let’s say she did.) Trek isn’t philosophically devoted to bikes; if the fashion for expensive bicycles vanished Trek wouldn’t also vanish, not if it were well managed. The company would find another product to manufacture. The goal is to make money; that’s the policy. The bike is just product – it’s a means not an end.

The rolling pebble turned into an avalanche when Mary Burke reacted to the stupid "self-plagiarism" charge by firing Schnurer, and by doing so effectively repudiating her own economic policy.
Now she looks weak and frivolous no matter what she does.
