Well of course no one escaped. While the cell doors opened, the housing units remained locked and the jail's perimeter remained secure.

and though inmates are likely sentenced to stays under 12 months, else they'd go to state prison, getting caught outside their cells might be attmpted escape and worth 2 more years or so...

Isn't that the jail where a gang inside ran things to the point of getting 4 of the female guards pregnant?

If they don't have the gumption to try and escape, then they should all be set free. They obviously don't have what it takes to commit a serious crime, and paying people to guard them is a farce.
